UNESCO Dar es Salaam is implementing a UN Joint Project on “Empowering adolescent girls and young women through education in Tanzania” with funding from KOICA. A component of the project aims at strengthening sexual and reproductive health (SRH) education and social protection support systems of vulnerable in- and out-of-school youth, and teenage mothers through increased access to quality, age, and culturally appropriate SRH information and services.
The initiatives will be implemented in four selected districts of Kasulu, Sengerema, Ngorongoro in Tanzania Mainland, and Mkoani district in Pemba. Working with health service providers and other actors the project will support the improvement of public outreach and create youth-friendly centers.
Within the framework of the UN Joint project, UNESCO Dar es Salaam Office requests proposals from competent and specialized organizations with extensive experience in implementing youth-focused SRH initiatives in Tanzania to submit technical and financial proposals(output/activity-based budget) based on the following TORs.
Objective
- Multi-sectoral functional systems in place for increased access to quality, age and culturally appropriate sexual and reproductive health (SRH) information & services, as well as other social protection support systems of vulnerable for in- and out-of-school adolescent girls and young women
Expected Outputs
- The capacity of health service providers increased to support community outreach and deliver SRH information, counseling and services to out-of-school adolescent girls, teenage mothers and young women.
- Social protection and health programmatic linkages between youth clubs and girls’ safe environment platforms in and out of school are reinforced.
Specific Activities
The contracted organization shall support the implementation of the following key activities:
Output 1: Capacity of health service providers increased to support community outreach and provide SRH information, counseling and services to out-of-school adolescent girls, teenage mothers and young women.
Activities
- Liaise with the line ministries, for instance, Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDGEC), and Prime Minister’s Office to ensure appropriate and approved training SRH packages are available for both in- school and out-of-school training.
- Facilitate capacity building of health service providers (TOT) in Kasulu, Sengerema, Ngorongoro in Tanzania Mainland and Mkoani district in Pemba who will further support community outreach and delivery of culturally, pedagogically appropriate and youth-friendly SRHE package for health providers to out-of-school adolescent girls, teenage mothers, and young women.
- Coordinate the trained health service providers to ensure delivery of culturally, pedagogically appropriate, and youth-friendly SRH Education package based on the assessment to in-school and out-of-school adolescent girls and young women in the selected schools and youth centers respectively.
Output 2: Social protection and health programmatic linkages between youth clubs and girls’ safe environment platforms in and out of school are reinforced.
Activities
- Conduct mapping and assess the youth-friendly services available in the selected communities as well as SRH knowledge level.
- Strengthen linkages between schools, health, social and legal protection services for synergy and provision of adequate information and services, and protection against violence against girls and young women.
- Support strengthening of the established multi-purpose community-based youth centers for out-of-school youth, based on volunteer schemes and community support for effective and sustainable management of the centers. This includes following up to ensure that youth-friendly SRH Education and counseling sessions are held by the trained health officials and community health promoters at youth centers levels, at 1 session every month per youth center.
- Provide managerial and programmatic capacity development for the delivery of peer-led services in youth centers including linkages with public health and other services.
Outputs/Deliverables
- An inception report including a detailed work plan and implementation approach.
- Approved training SRH packages from the relevant ministries in Mainland and Zanzibar
- Mapping and training needs assessment report on existing youth-friendly centers.
- Training reports
- Bi-monthly report(s)
- Final narrative and financial report
Timeframe
- The initiative will be for 8 months including monitoring and reporting.

- Kasulu, Ngorongoro, Sengerema and Mkoani Districts
Criteria
Desirable eligibility/ qualification/ experience requirements:
- Solid understanding of the local contexts on education, life skills and gender policy settings as well as girls’ education challenges.
- Experience implementing SRH projects focusing on youth in and out of school
- Demonstrate good working relationship with the line ministries in particular MoHCDGEC
- Previous experience with UN as an added advantage

Proposals should be submitted in English and containing a minimum of the following components:

- Detailed Implementation approach of the activities
- Work plan and output/activity-based budget
- Monitoring plan
