The United States Agency for International Development (USAID) Democratic Republic of Congo (USAID/DRC) is seeking applications from eligible organisations to fund a program entitled “Integrated HIV/AIDS Program (IHAP)” to assist one or more recipients to carry out the five-year IHAP, which intends to work with the Government of the DRC (GDRC) to strengthen the continuum of care for quality HIV/AIDS services in select health zones to achieve epidemic control.
Objectives
- Continuum of care for HIV/AIDS services ensured.
- Utilisation of integrated HIV/AIDS services increased at both facility- and community-based levels.
- Health systems strengthened to improve access to services and health outcomes of persons living with HIV/AIDS.
Funding Information: Subject to funding availability, USAID intends to provide $70 million in total USAID funding over a five year period.
Eligibility Criteria
- This NOFO is a full and open competition with no eligibility restrictions. Any types of U.S. and non-U.S. organizations may participate under this NOFO.
- Non-Governmental Organizations (NGOs): Qualified U.S. and non-U.S. private nonprofit organizations may apply for USAID funding under this NOFO. Foreign government towned parastatal organizations from countries that are ineligible for assistance under the FAA or related appropriations acts are ineligible.
- For-Profit Organizations: Qualified U.S. and non-U.S. for-profit organizations may apply for USAID funding under this NOFO.
- USAID welcomes applications from organizations which have not previously received financial assistance from USAID.
- No applications for renewal or supplementation of existing projects are eligible to compete with applications for new Federal awards under this NOFO.
- Applicants must have established financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established U.S Government standards, laws, and regulations. The successful applicant(s) will be subject to a responsibility determination assessment by the Agreement Officer (AO).
- The Recipient(s) must be a responsible entity.
