The United Nations High Commissioner for Refugees (UNHCR) is inviting expressions of interest from qualified partners to implement a justice-focused project aimed at improving legal assistance and access to justice for refugees and asylum seekers in the Kigoma Region of Tanzania.

The project will work in line with international, regional, and national laws and policies, interagency minimum standards for protection, and UNHCR’s policies. The selected partner will collaborate with government stakeholders including the Ministry of Home Affairs, Immigration, Police, Prisons, and the Judiciary to enhance access to justice for refugees and asylum seekers. Activities will include legal aid provision, court representation, regular monitoring visits to immigration and police detention facilities, and legal awareness campaigns through trained paralegals. The project will also facilitate civil documentation, advocate for structural legal reforms such as establishing mobile and juvenile courts, and increase language interpretation services during legal proceedings.
The initiative addresses challenges such as restrictive encampment policies, limited access to legal documentation, exposure to gender-based violence, and barriers caused by the lack of interpreters in courts. It will also work to improve juvenile justice processes and support refugees in conflict with the law due to encampment restrictions. Protection monitoring and mainstreaming protection in all sectors will be key elements of the project.
