The United Nations Development Programme is inviting applications from national NGOs, research institutions, or national firms in Viet Nam to conduct a report assessing the legal protection needs of the LGBTI community, with a specific focus on LGBTI couples. The study will examine the current legal and policy landscape, particularly analyzing the 2014 Law on Marriage and Family.
It will also document the real-life challenges and legal obstacles faced by LGBTI couples due to the absence of legal recognition and protection. The goal is to provide evidence-based recommendations that can help improve the legal framework and promote equal rights for LGBTI couples in the country.
The work is expected to take place between August 2025 and 31 December 2025. Applicants must ensure they are not suspended, debarred, or declared ineligible by the UN, World Bank Group, or any other international organization. This includes all associated entities such as subcontractors or joint venture members.
Bidders are responsible for disclosing any current sanctions or suspensions. Failure to do so may result in termination of the contract. To be eligible, applicants must also have the legal capacity to enter into a binding agreement with UNDP and be able to deliver the work within Viet Nam, either directly or through an authorized representative.
