The UNOPS Peace and Security Cluster invites interested and eligible applicants to apply for a Call for Proposals (‘CFP’) for the grant project: Organisational and technical capacity enhancement of a national Risk Education (RE) organisation for an effective Explosive Ordnance (EO) RE response in Iraq.
This CFP will partner an international mine action organisation with a national mine action organisation to enhance the organisational and technical capacity of the national organisation such that the national organisation is capacitated to deliver an effective and gender-responsive EORE support in Iraq aligned with the priorities of the national authority.
The current CFP aims to support UNMAS Iraq’s vision which is: ‘the Government of Iraq protects civilians from the threat of Explosive Ordnance and enables humanitarian, stabilization and reconstruction efforts to proceed unimpeded by Explosive Ordnance’. It will further contribute to UNMAS Iraq’s desired end state: ‘UNMAS Iraq aims to sustainably nationalize and localize the response to Explosive Ordnance to the point where UNMAS Iraq only focuses on technical advisory support to the Government until such time as the assistance of UNMAS is no longer requested by the Government.
The CFP is anticipated to have the following Impact, Outcomes and Outputs:
Impact: The Government of Iraq protects civilians from the threat of explosive ordnance and enables humanitarian, stabilization and reconstruction efforts to proceed unimpeded by explosive ordnance.
Outcomes
- Outcome 1: Protection from the risks and impacts of explosive ordnance is strengthened.
- Outcome 2: National leadership and capacities for effective mine action are strengthened.
Outcome Indicators:
- Outcome 1 Indicator: % reported adoption of safe behaviors among a sample of RE target population disaggregated by sex and age.
- Outcome 2 Indicator: Strengthened processes, knowledge, and skills of a national RE organisation in prioritizing, planning and executing an effective and gender-responsive EORE support.
Target Beneficiaries: The project will target populations affected by EO, including but not limited to returnees, local community members, IDPs with immediate intentions to return, local authorities and humanitarian workers. In addition, the capacity of a national organisation will be enhanced.
Duration
The proposed start date for the grant will be 1 November 2020, and must be concluded within 12 months by 31 October 2021. Applicants should note that these dates may be subject to change depending on factors that include, but are not limited to the number, quality, and value of the proposals received, which may affect the duration of the proposal evaluations and award stage.
Project Location(s): The project location will be in Anbar Governorate. Applicants are free to choose the districts of operation in the governorate. Selections should be based on humanitarian needs and coordinated with the Directorate of Mine Action and other mine action and humanitarian operators currently in the area and who have worked previously in the area. The theoretical ‘classroom’ learning may take place at the office locations of the INGO or NNGO.
Criteria
- Five RE teams are trained and deployed to conduct CL and RE in Anbar governorate;
- At least 10,000 direct beneficiaries reached through RE sessions have increased knowledge on how to behave around EO;
- Grantees are encouraged to explore other means of RE communications, including mass media with innovative behaviour change or knowledge measurement solutions;
- Knowledge retention and behaviour change (both short and long-term) are monitored during project activities, through using both quantitative and qualitative data collection;
- Village profile assessments, socio-economic surveys, and KAP surveys are conducted in targeted areas. UNMAS Iraq will provide templates for these documents which shall be used;
- The Grantee shall be expected to work with the national and local authorities to identify communities affected by EO and in need of RE, targeting the most vulnerable first. Both the RE and CL activities should be reflective of the diverse communities living in the sector, including women, men and children, people living with disabilities and survivors of EO;
- The organisational, technical and operational capacity enhancement initiatives are gender-responsive. The organisational capacity enhancement component must include a module on gender-responsive programming with one or more associated outputs;
- In case of COVID-19 outbreak and consequent movement restrictions imposed by the Government of Iraq, the Grantee(s) will be expected to achieve the indicated operational requirements using an alternative remote methodology that will be submitted to UNMAS as a part of the grant application.
Eligibility Criteria
- Grant applications shall only be accepted from International Not-for-profit Non-Governmental Organisations (“INGOs”) in partnership with a Not-for-profit National Non-Governmental Organization (“NNGO”), both of which are registered to operate in Iraq. No governmental agencies, departments, or ministries are eligible.
- The INGO must demonstrate a minimum of five years of experience in implementing successful Risk Education projects globally. Additional experience in the Middle East and Iraq would be advantageous.
- The INGO must demonstrate a minimum of three years of experience in implementing Capacity Enhancement projects globally. Additional experience in the Middle East and Iraq would be advantageous.
- The NNGO must demonstrate a minimum of one year of experience in implementing successful Risk Education projects in Iraq.
- Grant applications shall only be accepted from a partnership of INGOs and NNGOs, both of which must possess valid accreditation for conducting Risk Education from the Directorate of Mine Action.
