The U.S. Department of Homeland Security (DHS), through the Federal Emergency Management Agency (FEMA), has released the Fiscal Year 2025 Regional Catastrophic Preparedness Grant Program (RCPGP) to enhance regional planning and disaster preparedness efforts among states and local jurisdictions.
Strengthen the effectiveness of catastrophic incident preparedness planning and the associated plans, validate the planning through exercises, and evaluate the planning through performance assessments.
The RCPGP focuses on advancing regional coordination and capability development in the face of catastrophic incidents that cross jurisdictional boundaries. It is designed to enhance preparedness planning efforts that address community-wide needs, focusing on underserved populations and integrating equity into regional emergency strategies.
Eligible applicants include state, local, and territorial governments representing high-risk urban areas. Projects must support FEMA’s mission to improve the Nation’s readiness posture and build community resilience by addressing gaps in planning and preparedness.
Funded projects may involve updating emergency operations plans, conducting planning-related exercises, or implementing systems for ongoing capability evaluation. Applications are expected to demonstrate regional impact, inclusivity, and sustainability, ensuring that planning efforts extend beyond a single agency or locality.
The total expected funding available under the FY 2025 RCPGP is $10,800,000, with approximately 6 awards anticipated, each valued at $1,800,000. The deadline to apply is September 6, 2025.
