The Department of Homeland Security is accepting applications for the Port Security Grant Program (PSGP), which focuses on enhancing the security of maritime facilities within U.S. navigable waterways.
Funding under this program is prioritized for terrorism prevention, response, recovery, and mitigation. It supports the implementation of Area Maritime Transportation Security Plans and facility security plans by port authorities, facility operators, and relevant state and local government agencies responsible for port security services. The grant also funds the training of public safety personnel.
The primary goal of the PSGP is to strengthen risk management across ports and protect critical surface transportation infrastructure from acts of terrorism, major disasters, and emergencies. The program supports a coordinated and comprehensive approach that includes planning, training, awareness efforts, capital projects, and exercises to address ongoing security needs in maritime communities.
Key objectives include building and sustaining the core capabilities of maritime infrastructure systems, addressing gaps in security plans, and aligning efforts with the FY 2025 National Priority Areas (NPAs). These NPAs guide DHS and FEMA in setting funding priorities and reflect their mission across all preparedness efforts.
Priority areas under the FY 2025 NPAs include protecting soft targets and crowded places, supporting Homeland Security Task Forces and fusion centers, enhancing cybersecurity resiliency, improving election security, and aiding in border crisis response and enforcement.
A total of $90 million in funding is available through this program, with individual awards expected to range between $10,000 and $6,500,000. Eligible project types include planning, operational activities, equipment and capital improvements, training and awareness campaigns, and security exercises.
Eligible applicants include federally recognized Native American tribal governments, city or township governments, county governments, special district governments, for-profit organizations (excluding small businesses), and nonprofit organizations. State governments and small businesses are also eligible to apply.
