The World Food Programme (WFP) has launched a Call for Expression of Interest to strengthen climate resilience against emergencies and disasters in the regions of Ayacucho and Cusco.
The focus areas include emergency preparedness and disaster risk reduction, preparation of the work plan and detailed schedule, identification of key actors in regional and local governments, strategy and implementation of technical assistance for the development of reactive emergency management plans, programming, planning and execution of the scheduled simulation exercises, application of the EPCI acceleration strategy based on the proposal to be delivered by WFP, implementation of a technical assistance plan for advice on budgetary planning for disaster risk management and identification and allocation of resources at the municipal level, methodological design and programming for trainings including preparation of structure, methodology, didactic materials and evaluations, implementation strategy for trainings through face-to-face and virtual workshops with practical tools and dialogue spaces, preparation of monitoring and coordination reports, and implementation of project visibility as established by WFP.
Peru is highly exposed to major natural events such as earthquakes, tsunamis, and the El Niño phenomenon. Its location in the Pacific Ring of Fire makes it vulnerable to high-intensity seismic events, while El Niño generates extreme rainfall, floods, frosts and cold spells, seriously affecting vulnerable populations. In Ayacucho and Cusco, these disasters directly impact communities already facing high levels of poverty, unmet basic needs, and low human development, creating greater humanitarian insecurity.
This initiative seeks to strengthen institutional and community capacity for effective climate risk management, improve anticipation and preparedness, and enhance emergency planning and response through technical assistance, specialized training, simulations, and coordination with regional and local governments.
Interested organizations are expected to demonstrate strong technical expertise and local presence to deliver on the expected results in close collaboration with WFP.
