The program invites applicants who can demonstrate in their Study/Research Objectives Essay that their proposed program or research is relevant to US-EU relations or EU affairs/policy, and to at least two EU Member States.
Selected scholars will receive a scholarship of up to 3,000 euro per month, J-1 visa sponsorship, pre-departure support, a travel stipend of 2,000 euro, a health benefit plan, and opportunities for in-country programming such as orientations and seminars. Recipients will also hold the prestigious Fulbright title and gain access to an influential alumni network.
Eligible candidates must be citizens of an EU Member State, possess proficiency in English, and hold at least a bachelor’s degree. It is recommended that applicants have a minimum of three months of academic or professional experience in two or more EU Member States.
Selection is based on academic excellence or an outstanding personal or professional background. Factors that may disqualify applicants include current employment or traineeship at the European Commission, strong professional ties to European institutions, prior residence in the United States, or lack of experience outside their home country.
Applicants must submit an Americanized resume or CV, Study/Research Objectives Essay, Personal Statement Essay, diploma of their most recent degree along with transcripts (with certified English translations if necessary), three letters of recommendation, a writing sample, and a letter of affiliation from a U.S. host institution.
The affiliation letter should be on institutional letterhead, state the specific dates and objectives of the visit, and indicate access to facilities. All materials must be uploaded by December 1, except the affiliation letter, which may be submitted later though its inclusion is encouraged.
The application window runs from September 15 to December 1 for those intending to begin their research in the following academic year. For example, applicants planning to start in the 2026–2027 academic year must apply between September 15 and December 1, 2025.
Programs should not start before mid-August. All applications must be completed online via the Fulbright/IIE platform in English, and incomplete submissions will not be considered.
Applicants must select “European Union (Schuman)” as the Program Country in the preliminary section to ensure correct routing. After submission, applicants are encouraged to email the Fulbright Schuman office to confirm receipt of their application.
