Applicants must include a letter of affiliation from a U.S. host institution in their application, and demonstrate in their Project Statement that their proposed research is relevant to US-EU relations or EU affairs/policy, and to at least two EU Member States.
The program provides a scholarship of up to 4,000 euro per month (USD equivalent), J-1 visa sponsorship, pre-departure support, a travel stipend of 2,000 euro (USD equivalent), a health benefit plan, in-country programming such as seminars and a local advisor, as well as the prestigious Fulbright title and access to the alumni network.
Eligible applicants must hold citizenship in an EU Member State, possess proficiency in English, and have completed a PhD before their departure to the U.S. Candidates with at least three months of academic or professional experience in two or more EU Member States are recommended.
Applicants must demonstrate academic excellence or an outstanding personal or professional background. Those currently employed or in traineeships at the European Commission, individuals with strong professional ties to European institutions, or those with current or former residence in the United States are typically ineligible.
Required application materials include an Americanized resume or CV, a three to five-page single-spaced Project Statement demonstrating relevancy to the EU, a one to three-page Bibliography of References relevant to the proposed research, and a diploma of the most recent degree including transcripts with completed coursework (translated into English if necessary).
Three letters of recommendation must be uploaded directly by the recommenders, and a letter of affiliation from a U.S. host institution on official letterhead must specify the exact dates, objectives of the research stay, and any facilities accessible to the grantee.
The application period runs from September 15 to December 1 for candidates intending to begin their research in the following academic year. For example, applicants planning to start in the 2026–2027 academic year must apply between September 15 and December 1, 2025.
Research proposals should begin no earlier than mid-August, aligning with the U.S. academic calendar. All applications must be submitted in English through the Fulbright/IIE online platform by December 1 at noon (CET).
Incomplete applications will not be considered. When creating an online account, applicants should use a personal email address rather than a temporary work or school address.
In the ‘Preliminary Questions’ section of the application, they must select ‘European Union (Schuman)’ as the Program Country to ensure the application is directed to the correct office. After submission, applicants are encouraged to email the Fulbright Schuman Program office to confirm receipt.
