Submissions are open for the State and Local Cybersecurity Grant Program (SLCGP), which aims to help state, local, and territorial (SLT) governments manage and reduce systemic cyber risks.
Funded through the Infrastructure Investment and Jobs Act, also known as the Bipartisan Infrastructure Law (BIL), the program enables the Department of Homeland Security (DHS) to invest in cybersecurity at the SLT level. These targeted investments are designed to strengthen the security of critical infrastructure and improve the resilience of services that governments provide to their communities.
Applicants must address at least one of the program’s core objectives. These include establishing proper governance structures and cybersecurity plans, understanding current cybersecurity readiness through continuous testing and assessment, implementing protections that match the level of risk, and ensuring staff receive training appropriate to their cybersecurity responsibilities.
The total expected funding available under SLCGP is $91,750,000. Award amounts will range between $255,679 and $4,174,163.
All 56 U.S. states and territories are eligible to apply. Only the Governor-designated State Administrative Agency (SAA) can submit applications directly to DHS, although applications can include multi-entity projects involving more than one state or territory.
Subapplicants and subawards are permitted. However, any subapplicants must ensure foreign nationals are properly vetted and comply with all government policies, including security-related requirements such as “staff American, stay in America.”
Public educational institutions, including schools and higher education institutions that are legally part of state or local government, are eligible to receive assistance. This assistance may include funding or other support. Private institutions are not eligible, and the eligibility of charter schools depends on whether they are considered agencies or instrumentalities of the government under state or local law.
