The Caribbean Vulnerable Communities (CVC) is pleased to launch a call for proposals for the Revision and Enhancement of the Caribbean Vulnerable Communities Coalition’s Online “Shared Incident Database” (SID).
The Shared Incident Database (SID), is an advanced, user-friendly, web-based technology that is strengthening evidence-based advocacy for more just policies and programmes in the Caribbean’s HIV response. The Database tracks incidents affecting key population groups which include Vulnerable Children and Adolescents, People Living with HIV, Sex Workers, People who Use Drugs, Men who Have Sex with Men, Transgender People, Marginalised Youth, Migrants and Inmates, who often encounter barriers to accessing health services and human rights protection.
The SID provides an integrated platform to record, analyse and exchange information to impact policy and programmes and will further empower individuals and civil society organisations to pursue redress including legal remedies where these are available.
This scope of work is meant to enhance the SIDS platform’s overall functions in documentation, data storage and data retrieval processes. In particular the SOW will address the following areas:
- Address Bug Fixes identified by current users of the SIDS platform including but not limited to: entering telephone numbers, selecting a country and or city, date filtering, parish default in Supervisor Profile edit, mobile tablet issues, absence of a mobile phone presentation, save and continue, multiple case numbers, generation of reports amongst others.
- Increase the capacity of SIDS Platform for Uploading of Videographic and Photographic Evidence related to Human Rights Abuses: At the present time the SIDS platforms permits video and photographic evidence to be uploaded as part of the case documentation. However, the size of the video and photographic images that can be uploaded is limited. The maximum capacity of the platform needs to be increased for videos and photographs to at least 8MB.
- Support functional Mobile Phone Presentation of the SIDS Platform to Facilitate Data Collection and Documentation in the Field: Currently the SIDS platform allows for a tablet presentation; however, it does not have a format that is fully functional on a mobile smart phone.
- Codification of SIDS Platform in Spanish and French: Currently the system relies on a free built-in translator to enable the user to enter and store data on the SIDS platform in Spanish and French.
- Enhancement in Current Documentation and Storage Functionality of the SIDS Database: These include modifications/additions to the way the information is collected and stored. Some examples include additions in the type of Incident (e.g. Loss of life, Rape, Gender Base Violence, Emotional Abuse, Denied employment/tenure, denied access due to disability, cyber abuse, blackmail, denied entry to public space, denied practising my religion, unfairly denied housing etc).
- Enhancement in Current Retrievability of Data and Report Generation Capacity of the SIDS Database: This includes the availability of SIDS to generate reports amongst others by:
- Country, and Parish/District.
- Location (e.g. home, government health facility etc)
- Gender
- Key Population Group etc.
- Country
- Region/Parish/District
- Entities/CSOs
- Total cases
- Incident date
- Incident setting
- Incident type
- Perpetrator type
- Redress type requested
- Case status
- Gender identity
- Age group
Duration: This assignment should be completed within 3 month from date of signature of the contract.
Eligibility Criteria
- SID has been instituted in nine (9) Caribbean countries: Barbados, Belize, Dominican Republic, Haiti, Guyana, Jamaica, St. Lucia, St. Vincent & the Grenadines, and Suriname.
- The consultant/firm must have software engineering and IT background.
- The consultant/firm must have relevant experience in Database development.
