The Chesapeake Center for Collaborative Computing (C4) is a cloud-based infrastructure that supports the collection, storage, analysis, and dissemination of data for the Chesapeake Bay Program (CBP) partnership. It serves as a high-performance computing hub that aids the CBP’s modeling and monitoring efforts through scientific tools and data systems. This infrastructure plays a central role in supporting the program’s restoration and protection goals for the Chesapeake Bay ecosystem.
The cooperative agreement under this announcement is intended to provide support for managing and maintaining the C4 infrastructure. The agreement will fund administration, operations, and upgrades to the data storage systems, as well as support the integration of emerging technologies in high-performance and cloud-based computing to meet the CBP’s evolving needs.
The total available funding is $7,750,000, which also represents the maximum funding amount for any single award. Applicants must outline a comprehensive plan for running the C4 network. Activities should include maintaining infrastructure, developing data storage architecture, and assessing new computing technologies for potential use in the system.
Expected outputs from this grant include measurable and time-bound environmental activities or products. These may involve a transition plan to ensure continuity of operations, a long-term implementation strategy for future needs, and regular reviews of the technical environment to find cost-saving opportunities and ensure high security standards.
Eligible applicants include Indian Tribes, state and local governments, institutions of higher education, and nonprofit organizations. Proposals must support the Chesapeake Bay watershed, covering areas in Delaware, Maryland, New York, Pennsylvania, Virginia, West Virginia, and the District of Columbia. Applications must not exceed $7,750,000 and must include at least a 5 percent cost share to be considered.
