The U.S. Department of Homeland Security (DHS), through the Federal Emergency Management Agency (FEMA), has announced the Fiscal Year 2025 Homeland Security National Training Program – Continuing Training Grants (HSNTP–CTG) to enhance national preparedness through specialized training initiatives.
Enhancing public safety and security; Preventing, preparing for, protecting against, and responding to acts of terrorism; Strengthening national preparedness and resilience; Addressing emerging threats and hazards; Advancing equity and accessibility in training; Supporting underserved communities; Promoting community preparedness, cybersecurity, and counterterrorism capabilities; Strengthening partnerships with state, local, tribal, and territorial jurisdictions; Ensuring training aligns with national preparedness goals.
The HSNTP–CTG seeks to support eligible institutions in delivering training that fills critical gaps identified through FEMA’s National Training and Education Division. This includes preparing communities and first responders for a range of threats and hazards, including acts of terrorism and natural disasters. The training must align with FEMA’s mission to support the nation through building and sustaining capabilities across all core mission areas.
The program emphasizes the importance of delivering equitable and accessible training across diverse and underserved populations, including rural and tribal communities. It aims to support the professional development of emergency management personnel through innovative and scalable training programs.
Institutions of higher education, non-profit organizations, and public agencies are encouraged to submit proposals that address priority areas such as cybersecurity, community resilience, counterterrorism, and preparing for emerging threats. The training programs should demonstrate measurable impact, scalability, and sustainability and must support FEMA’s strategic objectives under the National Preparedness System.
The total funding available under this program is $5.4 million, with an anticipated 2 to 5 awards to be made.
