The United Nations Development Programme (UNDP) is inviting proposals for ICT System Strengthening and Capacity Building for CSOs in Myanmar.
The objective of the assignment is to strengthen the ICT systems and capacities of UNDP’s CSO partners, by providing advice, training, upgrading and mentoring to CSOs operating in more remote locations in Myanmar.
The Strengthening Accountability and Rule of Law (SARL) Project supports civil society and community development across Myanmar.
Through SARL Project UNDP has set up a Civil Society Unit (CSU), a dedicated long-term structure for managing its engagement with civil society. One of the principal objectives of the CSU is comprehensive organisational development of its partner organizations.
Scope
- Improvement of ICT systems of UNDP’s partner organizations
- Audit ICT systems of CSO partners by identifying needs, risks, gaps, and inefficiencies. Produce an action plan for each organisation for strengthen ICT systems.
- Strengthen ICT systems of CSO partners by planning, establishing, and upgrading ICT architecture, in accordance with specific needs of each organization.
- Advise and assist in purchasing and operationalizing hard- and software upgrades.
- Develop, in close consultation with partner organizations, individualized data management policies, taking into considerations operational context, risks and capacities of CSO partners.
- Strengthening of ICT capacities of UNDP’s partner organizations
- Provide basic digital literacy training to CSO partners after assessment of existing capacities
- In line with ICT audit results, the strengthened ICT architecture, and the developed data management policies, deliver ICT skills and capacity building for CSO partners
- Mentor appointed ICT focal points of partner CSOs in use and management of the upgraded ICT infrastructure and processes
- Provision of ongoing ICT support to UNDP’s partner organizations
- Provide technical advice, support and troubleshooting for CSO partners in all ICT matters.
- Support partner organizations to setup and operate an ICT monitoring system in order to detect vulnerabilities and irregular incidents.
- Assist CSO partners to respond to reported incidents within their ICT systems.
Criteria
- The service provider’s team must be comprised of qualified experts, with a demonstrated track record of at least three years’ successful operation in the ICT security field. Experience of providing similar services in Myanmar is an asset.
- Proven ability to produce high quality ICT assessments, ICT protection and monitoring systems, and data management policies.
- Experience in ICT and digital risks related capacity building. Experience in low-bandwidth environments and in conflict affected countries desirable.
- References and examples of past work are required and should be included in the proposal.
- Required languages: the service provider’s team must be able to work and develop content in English and Myanmar.
