The United Nations Development Programme (UNDP) is inviting proposals to develop a centralized digital solution for the courts in Sri Lanka. This initiative seeks to modernize and streamline data management and operational workflows across the country’s justice sector.
The selected contractor will be responsible for designing, developing, testing, deploying, and commissioning a web-based system known as the Court Community Platform (CCP). The contractor must also prepare training materials for users as part of the rollout.
The platform will provide automation support for case management processes in all types of courts in Sri Lanka, including Magistrates’ Courts, High Courts, and District Courts. It will also support case data monitoring and reporting functions.
The system should allow key stakeholders such as the Police, Attorney General’s Department, Judicial Medical Officers, and lawyers to interface with court records and case information. Additionally, the platform must enable the sharing of case-related information with the public and concerned parties through internet and messaging platforms.
Applicants must have the legal capacity to enter into a binding contract with UNDP. Proposers may be from any country, except where restricted by UNDP guidelines. The proposer is considered to have the nationality of a country if legally constituted, incorporated, and operated under the laws of that country.
Entities with conflicts of interest will be disqualified. To be eligible, the bidder must be a legally registered entity and provide all required documentation.
The proposer must demonstrate the capability to deliver on-site warranty, technical maintenance, and support services. The proposed team must include national experts fluent in Sinhala or Tamil for key roles such as Team Leader, System Analyst, and Training & Documentation Specialist.
