UN Women is seeking a civil society organization (CSO) to lead policy advocacy and provide technical assistance in addressing technology-facilitated violence against women (TF VAW) across the Western Balkans. The initiative focuses on introducing and implementing gender-sensitive legal frameworks and services in line with global and regional standards.
The selected CSO will be responsible for revising current frameworks, proposing new legal provisions, and working with governments and other stakeholders to raise awareness and develop effective strategies. The initiative targets stronger enforcement of existing stalking and threat-related laws and aims to improve the overall legal response to both online and offline forms of violence.
The CSO will collaborate with UN Women and stakeholders from six Western Balkan IPA beneficiaries. Financial assistance will be provided by UN Women to help carry out the planned activities, supported further by an international consultant who will guide the CSO on normative frameworks. UN Women will also offer reporting support and feedback throughout the project’s duration.
Proposals are encouraged to include partnerships with other women’s CSOs, government bodies, the private sector, and community organizations to ensure cross-border collaboration and greater regional impact. The lead CSO will hold the contract, but collaboration is highly valued and should be clearly defined in the proposal.
The selected CSO will be expected to deliver key services across five areas. These include policy analysis and advocacy, which involves reviewing existing laws, proposing changes, and lobbying stakeholders. Capacity building will be addressed through training for government officials, law enforcement, and civil society actors, with an emphasis on digital literacy and peer learning.
Public awareness will be boosted through regional campaigns, media partnerships, and educational materials to inform the public about TF VAW. Coordination will involve unifying government and civil society efforts, aligning with global standards, and facilitating joint actions. Monitoring and evaluation will focus on assessing the impact of legal changes, gathering feedback, and sharing best practices.
The total funding available for this project is between $120,000 and $135,000. The implementation period is expected to run from October 2025 to May 2027, with a minimum project duration of 12 months and a maximum of 18 months.
Expected outcomes include a comprehensive analysis of TF VAW-related legal frameworks in all six countries, successful lobbying that leads to the adoption of new or revised laws, and development of protocols to manage TF VAW cases. The project also aims to build the capacities of at least 60 stakeholders and 30 institutions in preventing and responding to such violence.
To qualify, CSOs must have proven expertise in gender advocacy, policy reform, capacity building, and multi-country project coordination. Additional strengths include experience running awareness campaigns and existing networks with regional stakeholders. While not mandatory, these can enhance the performance and outreach of the project.
