The Ministry of New and Renewable Energy (MNRE) has launched the second Call for Proposals (CfP) under the Scheme for “Funding of testing facilities, infrastructure, and institutional support for development of Standards and Regulatory framework under the National Green Hydrogen Mission.”
The objectives are to identify the gaps in the existing testing facilities for components, technologies and processes being used in the value chain of Green Hydrogen and its derivatives, to create new testing facilities/infrastructure to test, validate and certify technologies, and processes in the value chain of Green Hydrogen and its derivatives, to upgrade existing testing facilities available with different testing agencies, to ensure safe and secure operations of equipment/instruments used in the Green Hydrogen Value Chain, and to encourage participation from private as well as Government entities for establishment of world class testing facilities in India. The main objectives of the Call are: Development of new testing Infrastructure for the various components/ technologies/ processes in the production, storage, transportation & utilization of Green Hydrogen & its derivatives, upgradation of existing testing facilities for testing of equipment /instruments to be used in the GH2 value chain, technology mapping and information dissemination on quality and performance of systems, components and processes under GH2 ecosystem, and other activities to support testing and quality assurance ecosystem for GH2 in the country. The focus is that the testing infrastructure has to be strengthened in line with the increasing production capacity & usage of Green Hydrogen & its derivatives in various applications, testing centres developed and upgraded under the Scheme will bridge the gap in the testing infrastructures for Green Hydrogen Value Chain in the country, the Scheme will lead to establishment of new testing facilities and upgradation of existing ones so as to achieve self-sufficiency in the areas of testing & certification for Green Hydrogen value chain, projects with an intention to develop testing & certification infrastructure for the components of Green Hydrogen value chain will be supported under the scheme, the scheme will also support creation of center(s) of Excellence covering a gamut of Testing facilities, on a case-to-case basis, and testing facilities set-up or upgraded under the Scheme shall be open to all potential users and shall not be a captive unit of any one organization or a group of organizations.
Under this call, proposals can be submitted by Government organizations such as testing agencies, R&D institutes, academic institutions, PSUs, and autonomous bodies intending to establish or upgrade hydrogen testing or certification facilities. Consortia between government and private entities are also encouraged, with the government partner eligible for up to 100% capital cost funding for equipment, installation, and commissioning.
The funding structure includes disbursement in three stages, tied to project milestones, with strict timelines of 18 months for new facilities and 12 months for upgradation projects. Extensions of up to six months may be granted with justification, beyond which penalties will apply. Monitoring will be overseen by a Steering Committee under the Secretary, MNRE, and the Project Appraisal Committee (PAC), which will review and recommend proposals for financial assistance.
The scheme also mandates that facilities supported under this program be accessible to all users and achieve necessary regulatory approvals and accreditations. Applicants must submit detailed project reports, financial statements, equipment quotations, and infrastructure layouts as part of their proposals.
