The Winter Activation Grants Program 2023 is now open to businesses and associations within the City of Onkaparinga, to activate their mainstreets and tourism precincts and deliver economic benefits to the area.
Purpose
- The Winter Activation Grants, delivered as part of their Citywide Business and Place Activation Program, contribute to the outcomes of the Community Plan 2030, Tourism Strategic Plan 2023 and council’s economic growth initiatives. Activations are temporary (pop up), short term commercial activities run over multiple days or a period of time. Activations are different to events.
- Activations contribute to place making and place management, they spur new and creative ways to stimulate the local economy, attract visitation and connect people and places (e.g. concert = event, pop up restaurant operating for two months = activation).
- This grant program encourages place (precinctbased) activations through collaborations between businesses, associations and creative producers to renew and transform underutilised spaces in their mainstreets and tourism precincts.
- The Winter Activation Grants aim to provide funding to ‘winter villages and after dark’ activations held between 1 June 2023 and 31 August 2023 to:
- Support business collaboration to deliver quality unique winter activations for broader economic benefit
- Bring laneways/ mainstreets/ tourism precincts to life during winter
- Support vibrant and dynamic experiences that celebrate their city’s diverse offerings and culture
- Encourage precinct-based collaborations to activate and enliven the area
- Attract new target markets and encourage repeat visitation
- Improve the overall look, feel and amenity of the street experience for visitors and patrons
Objectives
The objectives of the Winter Activation Grants is to:
- create a night-time and winter economy to support tourism
- support business collaboration and innovation
- attract visitation and spend
- place making and place management
- connect people and place
- promote and position their city as an all yearround destination
- develop partnerships to increase investment, support and continued growth of activations
- support council’s strategic economic growth and tourism objectives.
Priorities
- Where applications have equal merit, priority will be given to:
- business collaborations with broader economic benefits
- applicants with the capacity and experience to create successful activations at a precinct level
- diversification of local businesses
- bringing in new target markets/visitors
- meeting an identified gap in offering.
- The assessment panel will consider many factors, including an application’s risks and opportunities, and the organisation’s previous dealings with council.
- The panel is able to recommend funding allocations that may not align with the scoring process, however, whether or not an organisation is funded is always at council’s discretion.
Funding Information
- Grants of up to $5,000 are available.
What they can fund?
- Activations that create new tourism experiences and complement the character of the surrounding area to enliven the precinct and inspire people to visit, stay and spend
- New concepts that enable business collaborations in a unique way on street level
- New concepts that activate a cluster of outdoor areas adjacent to businesses
- Temporary infrastructure to enable/deliver a winter activation (e.g. Igloos, festoon lighting, fire pits, infrastructure etc.)
- Activation marketing and promotion. Submissions for joint concepts that benefit more businesses will be viewed favourably.
What they won’t fund?
- activations which are not located in the City of Onkaparinga
- current commercial activities/operations
- single business activation
- payment of ongoing salaries. Once-off facilitator/performer fees or initial insurance for the activation are however acceptable and should be included in the application budget
- recurring operational costs (e.g. telephone, utility costs, cleaning/maintenance, ongoing public liability insurance, stock purchase, rent etc.)
- finance arrangements (e.g. deposits for loans, leases etc.)
- problem resolution (e.g. payment of outstanding debts with suppliers etc.)
- current or retrospective activities including expenses already incurred.
Eligibility Criteria
- This grant program is open to businesses and associations within the City of Onkaparinga to activate their mainstreets and tourism precincts.
- Applications must demonstrate how an association collaboration or cluster of local businesses will deliver a winter activation that is reoccurring or across multiple days for the period between 1 June 2023 and 31 August 2023 to deliver economic benefits to the area.
- To be eligible for funding, an applicant must:
- be based within the City of Onkaparinga
- be a for profit, registered business (must have an ABN and a current business plan) or an incorporated association
- must have current Public Liability Insurance (minimum of $20 million) that covers the program/activity being undertaken (this can be purchased as a ‘once off’ cover for an activation
- produce a copy of Public Liability Insurance certificate of currency when submitting their application. Successful applicants without Public Liability Insurance will need to obtain a minimum $20 million of cover prior to the release of grant funds. Contact your insurance broker for further advice/assistance.
- Organisations that have had unsatisfactory dealings with council may be precluded from receiving funding.
- Elected members and employees of the City of Onkaparinga must not be involved in the development of a grant application and are not eligible to sign or be listed on any grant application.
- Applications must be received by the deadline of the funding program through council’s online grants system. Late applications will be deemed ineligible and will not be accepted.
Funding Conditions
- The project must be completed, and funds acquitted in accordance with agreed terms and conditions.
- All quotes and budgets must include the full cost including GST.
- GST does not apply to grant payments, regardless of whether or not an organisation is registered for GST.
- Funded activations cannot commence until after approval of the grant.
- Funded activations must be acquitted by 30 November 2023.
- Applicants should be aware of their responsibilities to comply with federal government taxation requirements. For information or advice on whether you should be registered for GST or need an Australian Business Number.
