The Centers for Disease Control is accepting applications for Accelerate the Scale-up and Technical Assistance of Targeted Voluntary Medical Male Circumcision (VMMC) Services for Greater Impact and Epidemic Control in the United Republic of Tanzania under the President’s Emergency Plan for AIDS Relief (PEPFAR).
The purpose of this NOFO is to support the GoT in improving health outcomes and reducing new HIV infections by saturating MC services in low coverage regions, improving VMMC services uptake for males > 15 years including targeted high-risk groups for greater impact on HIV incidence reduction. Additionally, the recipient(s) will provide TA for capacity building and strengthening VMMC service provision to ensure transitioning of VMMC services to local authorities for sustainability.
HHS/CDC focuses primarily on two or three major program areas in each country. Goals and priorities include the following:
- Achieving primary prevention of HIV infection through activities such as expanding confidential counseling and testing programs linked with evidence-based behavioral change and building programs to reduce mother-to-child transmission;
- Improving the care and treatment of HIV/AIDS, sexually transmitted infections (STIs), and related opportunistic infections by improving STI management; enhancing laboratory diagnostic capacity and the care and treatment of opportunistic infections; interventions for intercurrent diseases impacting HIV infected patients including tuberculosis (TB); and initiating programs to provide anti-retroviral therapy (ART);
- Strengthening the capacity of countries to collect, use, and share surveillance data and manage national HIV/AIDS programs by expanding HIV/STI/TB surveillance programs and strengthening laboratory support for surveillance, diagnosis, treatment, disease monitoring, and HIV screening for blood safety; and
- Developing, validating, and/or evaluating public health programs to inform, improve, and target appropriate interventions, as related to the prevention, care and treatment of HIV/AIDS, TB, and opportunistic infections.

Short-Term Outcomes
- Increased awareness and utilization of VMMC services by target populations
- Increased knowledge and skills among service providers to provide quality VMMC services
- Increased knowledge and skills among R/CHMTs and HCW in priority districts to plan and monitor QI standards
- Enhanced M&E systems in place for improved oversight of quality VMMC service
Intermediate Outcomes
- Increased coverage of high quality VMMC services in low coverage regions/districts/health facilities
- Increased adherence to VMMC services provision package and QI standards by trained HCWs and CHWs – Meeting the basic requirements for provision of comprehensive services according to national and international standards.
- Improved quality of VMMC services provided by trained HCWs
- Increased direct coordination, program management, and oversight of VMMC services, including QI standards by R/CHMTs and MOHCDGEC/PORALG
- Increased utilization of M&E data to improve the implementation and oversight of VMMC services

- Increased technical expertise of MOHCDGEC, PORALG at all levels to oversee high-quality VMMC programs with minimum external TA
