Amkeni Wakenya is currently inviting proposals for its programme entitled “Supporting Non- State Actors to promote access to Legal Aid and Assistance for the Poor and Marginalized in Kenya.”
This Call for Proposals seeks to provide funding support to CSO projects that are aimed at promoting access to justice for the poor and marginalised. The objective of this call is “To increase access to legal aid and assistance for the poor and marginalized groups in 12 counties within the framework of the Legal Aid Act 2016” In pursuit this objective the following results are expected
- Enhanced citizen awareness and engagement on access to/administration of justice
- Enhanced Access to legal Aid for the marginalized and vulnerable communities
- Improved efficacy of community justice systems and alternative dispute resolution mechanism that comply with established human rights standards
- Enhanced CSO engagement with county- and national- level duty bearers on policy and legislative development and enforcement on access to justice

Lots & Categories
In addition to the Results anticipated under each of the Lots and Categories, this programme will:
- Coordinate with County Institutions: Participating organizations will be supported to coordinate better with county institutions under the framework of County Integrated Development Plans (CIDPs) and other instruments. They will be required to effectively participate in county sectoral platforms and engage with departmental committees of the County Assemblies.
- Enhance institutional and technical capacity of CSOs: CSOs will be supported to improve their capacity to advocate and lobby on key policy issues (access to justice, devolution and human rights etc.) as well as enhance their management, financial, advocacy, strategic planning, monitoring and evaluation, and improve their internal governance and accountability.
- Enhance self-regulation: grantees will be expected to work with other CSOs in the by establishing or strengthening county-wide CSO platforms for purposes of aggregating the advocacy voices and improving self-regulation.
- Empower marginalized groups: Grantees will be expected to integrate within their interventions, specific strategies that work towards empowering marginalized groups, particularly youth, women and PWDs.
- Mainstream gender: Grantees will be expected to mainstream gender in all the projects. This will entail recognizing the differing needs of girls and boys, women and men in all phases of the project.
- Improved networking among CSOs: Participating organisations will be required to enter into strategic vertical and horizontal partnerships to enhance assess to justice and provide optimal assistance to the poor and marginalised. Efforts to make networks more representative and accountable and coordination amongst them will be supported.
Funding Information
The overall indicative amount made available under this call for proposals is USD 5,100,000.
Geographic Scope
This call targets non-state actors in the five (5) pilot urban centres for the national legal aid scheme and seven (7) rural counties in Northern Kenya and the Coast. The five pilot NLAS centres are Nairobi, Mombasa, Kisumu, Nakuru and Eldoret while the seven rural counties are Garissa, Wajir, Mandera, Lamu, Tana River, Isiolo and Marsabit.
Eligibility Criteria
In order to be eligible for a grant, applicants must:
- Be a legal person and;
- Be non-profit making and;
- be registered in Kenya for a minimum period of not less than two (2) years
- Be a Non-state actor registered under the relevant laws of Kenya.
- Be directly responsible for the preparation and management of the project with their partners, not acting as an intermediary and ;
- Demonstrate prior experience of at least two years or more, carrying out activities in the field of development of the kind covered under this programme;
- Have a bank account
