UNDP is inviting applications for Provision of Mobile Right-based Services to enhance the provision of social services by CSW and improve access to equitable, qualitative, integrated social protection for the most vulnerable groups, including women and girls.
To address some of these issues, the Humanitarian Assistance project shall enhance the provision of social services by Centres for Social Work (CSWs) and improve access to equitable, qualitative, integrated social protection for the most vulnerable groups, including women and girls. The project is funded through EU IPA II/Action Document (Kosovo).
Objectives
- The span and effect of the pandemic has created new challenges, emerging social needs, generated by the crisis, especially from the vulnerable, disenfranchised groups, that require coordinated institutional support beyond current social services.
- As a response to the need emerged from the COVID-19 pandemic for the vulnerable groups, the objective of the Call for Application is to engage two (2) regionally/nationally licensed NGOs on the provision of specialized services with a focus on two vulnerable groups of the highest prevalence:
- people with disabilities and their access to social and right-base services, and
- elderly people with focus on those who have limited access to services and living in rural/hard to reach areas.
Type of Actions
Mobile clinics are customized vehicles that travel to the heart of communities throughout Kosovo, both urban and rural, and provide different services, depends on the community needs. Through such clinics NGOs can overcome barriers of time, money, and trust, and provide community-tailored services to vulnerable populations. Such clinics can be used to launch awareness and education campaigns within the community to:
- Ensure that beneficiaries have greater access to their guaranteed right-based services.
- Increase number of the beneficiaries.
- Provision of specialized services for beneficiaries to meet their daily needs.
Duration: The project implementation covers the period from October 2021 to December 2022.
Location: All activities must take place in all territory of Kosovo supporting all communities living in Kosovo.
Eligibility Criteria
Interested licenced regional/national NGOs on the provision of social services for the targeted groups must meet the following criteria to be eligible for the selection:
- Be legally registered as CSO/NGO in Kosovo and have in possession a valid registration certificate;
- Statute of the organization;
- Fiscal Number Certificate in Kosovo;
- Certificate that the organization has no pending financial obligations, such as social, health or tax obligations – issued by Kosovo Tax Administration;
- A document issued by the relevant legal authority certifying that the organization/ its legal representative has no previous or pending cases, such as in court, prosecution or police – issued within the last three months from the period the Call was launched;
- Demonstrate that its mandate and founding document are in line with the activities for which the fund is being sought;
- License from the Department for Social Policy and Family/MFLT for provision of social services in regional/national level Kosovo or Formal request submitted to Department for Social Policy and Family/MFLT for re-licensing;
- Previous experience in working with international organizations/donors will be considered as an advantage;
- Previous experience in engaging with this type of services and working with elderly and disable people will be considered an advantage.
- Experience working and implementing projects with municipalities for vulnerable groups (elderly and disable people)
- Previous experience for provision of social services in communities or in family for elderly and disable people.
