Moonee Valley City Council is seeking applications through its Biannual Grants Program to provide community organisations, groups, individuals and local businesses an opportunity to deliver projects and activities that help make Moonee Valley an inclusive, vibrant and connected community.
Biannual Grants Streams
- Grants for community groups and organisations
- Community Projects:
- Objective: to support community groups and organisations to deliver projects aligned to one of the five themes identified in Council’s Strategy that respond to:
- strengthening wellbeing across the city
- increasing community participation and access to information and services
- the ongoing impacts of the pandemic
- Objective: to support community groups and organisations to deliver projects aligned to one of the five themes identified in Council’s Strategy that respond to:
- Social Support:
- Objective: provide operational support to small volunteer-run community groups that have limited ability to raise funds and provide opportunities for social connections and to share information.
- Climate Action:
- Objective: to support community groups to help reach the target of zero net emissions for the community by 2040 through grants for community groups to:
- reduce their emissions and energy costs through energy efficient transitions
- recognise and respond to the climate emergency and support community climate advocacy
- Objective: to support community groups to help reach the target of zero net emissions for the community by 2040 through grants for community groups to:
- Community Projects:
- Grants for the arts and individuals
- Arts and events:
- Objective: to support and build capacity for Moonee Valley’s local creative sector to thrive, through the delivery of community-focused arts projects and events.

- Business Projects:
- Objective: to support businesses to deliver larger projects that benefit the wider community or multiple businesses through storefront beatification, refreshing vacant shops, energy efficiency transitions and collaborative projects (including community events).

Funding Information
- Community Projects: up to $10,000
- Social Support: up to $1,500
- Climate Action: up to $10,000
- Arts & Events: up to $5,000 / $10,000
- Business Projects: up to $5,000
What can you apply for?
- Community Projects:
- Delivering a one-off community project (e.g. a project to increase women’s participation in sport, or a social connections project to improve youth mental health, etc.)
- Establishing a pilot program (e.g. a test run of a program that will eventually become self-sustaining)
- Capital works (i.e. any building improvements — note: owner permissions must be obtained before applying)
- Social Support:
- Consumables and supplies (e.g. tea & coffee, food, equipment)
- Educational or wellbeing resources (e.g. guest speakers, classes, workshops)
- Special events (e.g. social lunches, end of year celebrations)
- Social outings (e.g. bus hire) Groups may receive one Social
- Small repairs & maintenance costs to equipment and facilities Support grant per financial year
- Other approved costs (must be discussed with Council Officer)
- Climate Action:
- There are two categories:
- Energy transition (up to $10,000): Projects to reduce your carbon footprint through energy efficiency measures. Project examples include:
- Installation of solar PV system, energy efficient LED lighting, cool roof, insulation and weather proofing of buildings
- Energy audits for buildings
- Energy efficient appliance upgrades
- Reducing emissions from food waste
- Professional repair or maintenance of existing energy efficient equipment
- Climate Resilience (up to $2,000): Projects to build understanding, encourage sustainable behaviours and prepare for the impacts of climate change. For example:
- collective community climate advocacy
- urban greening & protecting biodiversity
- tree planting on privately owned land to increase canopy cover
- encouraging connections with nature
- community sharing, reuse and repair
- local food growing systems
- water saving and harvesting
- Energy transition (up to $10,000): Projects to reduce your carbon footprint through energy efficiency measures. Project examples include:
- There are two categories:
- Arts & Events:
- Up to $5,000 for smaller projects and events
- Up to $10,000 for projects and events that can demonstrate a high level of impact and engagement
- Arts projects for the benefit of the Moonee Valley community such as public murals, arts programs, innovative projects, community exhibitions, etc.
- Events & festivals that are:
- community focused and help build neighbourhood connections and inclusion;
- celebrating the local identity and creatively use public space or non-traditional venues; or
- demonstrating high artistic merit.
- Business Projects:
- Larger beautification projects with benefit to the wider community such as public murals, outdoor dining improvements, accessibility and inclusion improvements, retail precinct upgrades, etc.
- Refreshing vacant shopfronts to encourage leasing such as painting, restoring old awnings, etc.
Eligibility Criteria
Depending on the category, applicants eligible for funding may be:
- Not-for-profit organisations, community groups, businesses / sole traders and individuals located and /or providing the activity within the City of Moonee Valley municipality.
Ineligibility Criteria
Applicants that are not eligible to apply for funding:
- Applicants with outstanding acquittals, variations, debts or financial/legal disputes with the City of Moonee Valley.
- Applicants without Public Liability Insurance (unless granted an exemption as per the Public Liability Insurance Fact Sheet or Individual Participation applicants).
- Applicants whose values are inconsistent with Council’s values to promote diversity, tolerance and an inclusive community as outlined in Council’s adopted policies.
- Applicants who are abusive, aggressive or intimidatory towards Council staff.
- Applicants that attempt to canvass or solicit Councillors, Assessors or Council staff.
- Electronic gaming machine venue operators or sports betting companies.
