The EEA and Norway Grants are inviting applications for Additional Financing of Construction and Installation Activities for the projects under the “Building Youth Centers” Procedure Program ” Local Development, Poverty Reduction And Improved Inclusion Of Vulnerable Groups”.
Aims
- Provide financial support for the establishment of youth centers that meet high standards of youth work, providing comprehensive services for young people and providing a variety of activities (including international activities) that meet the needs and wishes of young people, including those from vulnerable groups.
- The additional funding is provided through savings under the Program and is redistributed to support construction and installation activities on the four projects for the construction of youth centers.
Specific Characteristics
- The need for additional financing of construction and installation activities under the four projects is justified by the following conditions:
- The extraordinary price increase is beyond the control of the project contractors and could not have been foreseen at the time of submission of the project proposals (additional costs due to budgeting/planning errors are not eligible for funding).
- The provision of additional funding is the only possibility to achieve the planned results within the stipulated period.
- The additional funding will enable project activities to be completed within the eligibility period.
- The provision of additional funding is in accordance with applicable state aid and public procurement rules.
Funding Information
- Total amount of the grant under the additional financing procedure 1,200,000 (one million two hundred thousand) euros.
- Maximum amount of the additional grant Up to 500,000 (five hundred thousand) euros.
Eligible types of activities:
- Construction and installation activities for the construction of youth centers.
Eligibility Criteria
- Eligible candidates : Municipal administrations (executors of the projects under the “Creation of youth centers” procedure) in Burgas, Gabrovo, Montana, Pernik
- General requirements
- All activities financed by the EEA Financial Mechanism 2014-2021:
- Must be based on the common values of respect for human dignity, freedom, democracy, equality, the rule of law and respect for human rights, including the rights of persons belonging to minorities;
- Must follow the principles of good governance; activities must be inclusive and inclusive, accountable, transparent, effective and efficient, and comply with the principle of zero tolerance for corruption;
- Must be consistent with sustainable development, long-term economic growth, social cohesion and environmental protection;
- Must implement a risk management approach.
Ineligible Expenses
- According to Art. 8.7 of the Regulation inadmissible expenses are:
- Interest on loans, debt service fees and penalties for late payments;
- Fees for financial transactions and other purely financial costs;
- Reserves for losses or potential future liabilities;
- Currency exchange losses;
- Refundable VAT;
- Expenses that are covered by other sources;
- Fines, penalties and court costs, except in cases where the appeal is a necessary and integral part of achieving the set goals of the project;
- Excessive or reckless spending.
