The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) has announced an open competition for organizations interested in submitting applications for a regional small grants and capacity-building program to strengthen civil society organizations in Latin America and the Caribbean (LAC).
The DRL seeks proposals for a program to administer small grants and organizational and capacity-building support to the types of groups and collectives. DRL seeks applications that focus on the technical and administrative processes that will guide the implementation of the program as well as the institutional capacity of the applicant to successfully manage federal funds in this way.
Program Components
The mechanism should work in as flexible and responsive a manner as possible while still maintaining responsibility to the US taxpayer and compliance with US government regulations. Lines of effort under this program will include:
- Administration of a regional small grants mechanism: This component of the program will enable efficient grant-making directly to grassroots and nascent civil society organizations throughout the region to support short-term, targeted initiatives to promote and advance human rights and democracy at the community level.
- Capacity-building support for grassroots and local civil society organizations: This component will strengthen the organizational development and capacity of grassroots organizations to successfully implement local initiatives to advance human rights and democracy in their communities.

- Funding Floor: $1,000,000;
- Funding Ceiling: $1,000,000.
Eligibility Criteria
- DRL welcomes applications from U.S.-based and foreign-based non-profit organizations/nongovernment organizations (NGO) and public international organizations; private, public, or state institutions of higher education; and for-profit organizations or businesses.
- DRL’s preference is to work with non-profit entities; however, there may be some occasions when a for-profit entity is best suited.
