The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit a statement of interest (SOI) to carry out a program, or programs, to build the capacity of the criminal justice sector in Pakistan.
The goal of Virtual Training for Criminal Justice Sector in Pakistan is to continue the capacity building of INL’s law enforcement, counter-narcotics, and justice partners during a period of prolonged impediments to in-person conferences, exchanges, and other forms of training. Under conditions of a protracted pandemic, INL seeks to support our Pakistani government partners by building skills to advance women, build training capacity, and prepare for future crises more broadly.
Funding Information
- Approximate Length of Project: Six (6) to twelve (12) months;
- Approximate Award Amount(s): Between $75,000 – $400,000;
- Anticipated Project Start: March 2021.
Priorities
Specifically, INL has identified the following subject areas as priorities for virtual training proposals:
- Law enforcement emergency preparedness;
- Crisis negotiations;
- Gender-based violence prevention and response;
- Leadership and resiliency training for women in criminal justice;
- Self-efficacy training;
- Crowd control/management;
- Adult online curricula development and delivery;
- Advanced narcotics and financial investigations;
- Synthetic drugs and precursor chemical diversion;
- Community-oriented policing.
INL encourages creativity in terms of virtual training formats. Due to a significant time difference for U.S.-based applicants, INL is open to a combination of synchronous and asynchronous learning. Any asynchronous content must be engaging and integrated with live content. All synchronous learning must take place at times that are convenient for Pakistani participants. Class modules do not need to be condensed into several days of all-day training, but rather, maybe spaced out over a period of two to three weeks as appropriate. All content must be informed by, and relevant to, the Pakistani context.
Participants and Audiences
- Target audiences include law enforcement officers, justice sector personnel, and counter-narcotics officials. INL seeks to reach a 50% women inclusion rate for all training. For women’s leadership training, the goal will be to reach over 75% of women participants. For training on the prevention and response to gender-based violence, INL prefers a multi-sectorial approach that will include law enforcement officers, investigators, prosecutors, and judges.
Eligibility Criteria
Applicant organizations must belong to one of the following categories in order to be eligible to submit a proposal:
- U.S.-based non-profit/non-governmental organizations (NGOs;
- U.S.-based educational institutions having a 501(c)(3) status with the IRS;
- Overseas-based non-profit/non-governmental organizations (NGOs);
- Overseas-based private/state educational institutions.
