International Foundation “Renaissance” (IRF) has launched the humanitarian program “Humanitarian Solidarity” for civil society organizations, volunteer teams and state and communal health and social protection institutions.
Purpose
It facilitates the uninterrupted supply of life-saving medicines, consumables, and small equipment for medical purposes to health and social protection institutions operating in areas in close proximity to active hostilities, or HCWs that have a significant number of patients forced internally displaced persons; to contribute to the arrangement of comfortable and safe conditions of stay in temporary and long-term shelters on the basis of state and communal facilities for IDPs and their compliance with international standards and the satisfaction of humanitarian needs of vulnerable groups of the civilian population in the conditions of Russia’s war against Ukraine.
The purpose of support within the second stage of the direct procurement competition
- Contribute to the uninterrupted supply of life-saving medicines, consumables, and small medical equipment for health and social care institutions operating in areas in close proximity to active hostilities, or HCWs that have a significant number of involuntary patients internally displaced persons;
- To contribute to the arrangement of comfortable and safe conditions of stay in temporary and long-term shelters based on state and communal institutions for IDPs and their compliance with international standards and the satisfaction of humanitarian needs of vulnerable groups of the civilian population in the conditions of Russia’s war against Ukraine.
Funding Information
- The total budget for direct procurement is UAH 25,000,000 (actually UAH 24,884,056)
- The maximum size of the direct purchase request is UAH 400,000.
- As part of the competition, IRF plans to support up to 40 requests from state and communally owned institutions in the field of health care, social protection and educational institutions in priority areas.
Eligible Expenses
According to the defined priorities, the following procurement costs are acceptable:
- Life-necessary medicines (according to the national list of life-necessary medicines), consumables and medical products
- Small medical equipment (infusomata, tripods, etc.)
- Goods and equipment for organizing the life of internally displaced people in shelters (eg: beds, mattresses, heaters, generators, etc.);
- Products and equipment for providing hot food and/or long-term storage products;
- Sanitary and hygienic goods;
This list is not exhaustive and, in accordance with the principle of impartiality in the provision of humanitarian assistance, cannot be interpreted as prohibiting the use of purchased medicines and goods to meet the vital needs of other groups of the civilian population in need of humanitarian assistance .
Eligibility Criteria
- To participate in the second stage of the implementation of the “Humanitarian Solidarity” program of the “Renaissance” MF “Renaissance” and CARE Deutschland eV of the competition through the mechanism of direct procurement, IRF invites state and communal health care, social protection and educational institutions that accept IDPs, which are registered in Ukraine and work in the target regions of the program: Kharkiv, Dnipropetrovsk, Zaporizhzhia, Mykolaiv, Kyiv, Chernihiv, Sumy, Lviv, Ivano-Frankivsk, Rivne and Zakarpattia regions.
- Priority Regions : Zakarpattia, Zaporizhzhya, Ivano-Frankivsk, Kyiv, Lviv, Mykolaiv, Rivne, Sumy, Kharkiv, Dnipropetrovsk and Chernihiv
- According to the requirements of the main donor – CARE Deutschland eV – humanitarian aid through direct purchases within the framework of the “Humanitarian Solidarity” program can be directed only to the civilian population.
- As part of the program, when evaluating requests from institutions for direct procurement, priority will be given to applications that are focused on meeting the needs of patients and / or residents of women, children and the elderly (60+), who are internally displaced persons and additionally belong to the following groups:
- People with disabilities and/or chronic patients (diabetes, asthma, oncology, etc.)
- Persons being cared for in specialized institutions (eg: geriatric institutions, psychoneurological dispensaries and hospitals, etc.);
