As part of the implementation of the Crisis Response Plan in the East of the Democratic Republic of Congo (DRC), the United Nations Development Programme (UNDP), through its Stabilization Pillar and Resilience, is launching this call for expressions of interest with a view to selecting one, two or three international or national non-governmental organizations active in areas affected by the forced population movements and conflict-related violence, particularly in the provinces of North Kivu and from South Kivu.
The selected organizations will intervene within the framework of the project “Crisis Response Plan in the East of the DRC “. Their mission will be to implement initiatives promoting rapid recovery, access to livelihoods for internally displaced persons (IDPs), returnees, including survivors of sexual and gender-based violence (SGBV), while contributing to strengthening social cohesion and to the resilience of host communities.
Objective
- Strengthen the resilience of returnee and internally displaced populations as well as the early recovery of host communities, through the provision of shelters and the rehabilitation of basic socio-economic infrastructure.
Funding Information
- For national NGOs: financial management capacity justified by an annual budget of at least USD 100,000, certified by an audit.
Deliverables
- Identify critical socio-economic infrastructure needs (health centres, schools, water points, sanitation facilities, roads, energy infrastructure, markets, warehouses, etc.) in collaboration with local communities and humanitarian actors;
- Construct or rehabilitate socio-economic infrastructure and safe housing to provide immediate shelter and promote long-term stability;
- Improve access to water and energy in return areas.
Eligibility Criteria
- In your response, please highlight the following areas:
- Be legally registered in the DRC, with recognized legal personality (notarial status, operating authorization, registrations with the Provincial Divisions competent: Gender, Planning, Justice, etc.);
- Have an operational presence and a good knowledge of the local context in the targeted provinces;
- Be active in relevant provincial clusters, sub-clusters or working groups.
- Demonstrate at least 5 years of experience in the required fields: shelter construction temporary, rehabilitation/construction of resilient socio-economic infrastructure, etc.;
- Ability to collaborate with local authorities and build their capacity in key areas;
- Expertise in monitoring and evaluation, participatory management and social protection;
- Have qualified personnel (civil engineering, local development, housing, etc.);
- Have an institutional policy on gender and protection of GBV survivors integrated;
- Having a valid HACT assessment is an asset;
- Not have been the subject of wrongful termination of contracts with public partners or lessors
