The United Nations Children’s Fund is inviting expression of interests to mobilize qualified and committed child protection actors to scale up services, address urgent and emerging risks, and ensure access to lifesaving and resilience-building interventions for children and their caregivers.
This call for expression of interest is therefore intended to fill existing gaps, respond to unmet and rising needs, and support vulnerable children through a comprehensive, community-based child protection approach—anchored in principles of child rights, gender equality, inclusion, accountability to affected populations, and sustainability.

- The project’s proposed duration is a minimum of six months and a maximum of two years.
Expected Outcomes
- The proposed interventions should contribute to strengthening the protective environment for children and caregivers in Syria through sustainable, community-based child protection services.
- While partners are not required to implement the full package of interventions outlined in this call for expression of interest, they are expected to deliver high-quality, context-appropriate activities that are grounded in their technical expertise and adapted to the needs of the communities they serve.
- All interventions must be implemented using nationally endorsed and UNICEF Syria–approved manuals, standard operating procedures (SOPs), training materials, and technical guidelines, ensuring consistency, quality, and alignment with national systems.
- Core areas of intervention include case management and referral services, including family tracing and reunification (FTR) for unaccompanied or separated children.
- Case management should function as a structured, child-centered process that enables the identification of at-risk children and facilitates access to timely and appropriate services, including specialized protection, legal, health, and mental health support.
- When implemented effectively, this leads to enhanced safety, reduced risk of harm, and restoration of protective relationships and support systems for children and their families.
- Furthermore, it is essential to ensure coordination with Child Protection case managers and other service providers to ensure that survivors receive the necessary services and referrals promptly.
Eligibility Criteria
- All CSOs are encouraged to submit their concept notes on this call.
- It’s open to all CSOs who are eligible to work on the Syrian territory as per the applicable laws and regulations.
- Submission in person or by email or any other means will not be accepted. It should be noted that participation in this call for expression of interest does not guarantee the applicant will be ultimately selected for partnership with UNICEF and the internal review decision of the call shall be final and conclusive. Any potential agreement will be subject to funding availability.
Assessment Criteria
- Interested partners can submit their concept notes to this call. However, the potential partnership will not be signed off before having the following assessments:
- Due diligence verification conducted on prospective civil society partners to ensure their alignment with United Nations core values.
- PSEA Assessment for all prospective civil society partners before the partnership is established through a partnership agreement and signed programme document.
- MICRO assessment: A micro-assessment evaluates an implementing partner’s financial and supply management capacity to determine its overall risk and assurance activities.
