The Council of Europe Youth Department, the Ministry of Science and Higher Education of the Russian Federation, and the National Youth Council of Russia are co-organizing an international seminar with youth policy and youth work experts from the Russian Federation and other states-party to the European Cultural Convention.
The programme of the seminar will focus on dialogue and mutual learning of youth policy and youth work. Particular attention will be given to the practices of youth policy and cross-sectorial cooperation in promoting Recommendations of the Committee of Ministers of the Council of Europe at national and local level.
The participants will explore and exchange about the standards of the Council of Europe in the youth sector, including its key principles, such as co-management, which fosters youth participation in decision making, as well as about the Council of Europe’s main activities in youth policy. This seminar entails the active involvement of all stakeholders – young people, policymakers, researchers, NGOs, national and international organisations.
The aim of the seminar is to foster dialogue and learning on youth policy standards and practices, strengthen cooperation between Council of Europe and Russia Federation in the field of youth policy and to support cooperation and exchange on youth policy and youth work.
Objectives
- To discuss the state of youth policy and youth work in the participating countries, including the role of youth participation and youth organisations;
- To learn about the youth policy mechanisms and practices in the Russian Federation and other countries, notably in relation to Council of Europe youth policy and youth work standards;
- To explore the previous experience and future perspectives of the co-operation in the field of youth with the Council of Europe, the Russian Federation and other participating countries;
- To support dialogue and cooperation between various groups of stakeholders in youth policy and youth work, especially governmental and non-governmental partners with the view to support the implementation of the Council of Europe youth strategy 2030;
- To provide opportunities for new partnerships to develop new projects.
Participants
- The seminar is organised for some 50 participants from the Russian Federation and other member-states of the European Cultural Convention, as well as invited guests from international organisations who is actively involved in the field of youth work:
- representatives of national, regional and local authorities responsible for the implementation of youth policy;
- representatives of non-governmental and public organisations, especially youth NGOs working with young people, at the international, national and regional levels;
- representatives of academic and research institutions dealing with youth policy issues;
- independent experts on youth policy issues.
- All participants must:
- be residents of one of the countries of the European Cultural Convention;
- be active members of organisations/institutions that are interested in developing partnerships with other European organisations to work together on issues of youth policy and youth work;
- be motivated to take an active part in all the programme of the seminar;
- be ready in multiplying the experience and knowledge gained during the seminar;
- be ready to take part in all activities planned within the seminar programme;
- be able to communicate in English or in Russian.
