The Innovation Norway has announced a call for project proposals for the ‘Increased Capacity to Deliver Renewable Energy’ – Hydropower.
The expected outcome of the projects is Increased renewable energy production. The expected outputs are increased hydropower installed capacity and an increased number of new or refurbished installations for the production of hydropower electricity. Projects are also expected to contribute to the reduction of CO2 emissions and increased security of supply.
The target group for this Programme is entities legally registered in Romania.
Funding Information
- The minimum amount of grant assistance applied for shall be EUR 200.000.
- The maximum amount of grant assistance applied for shall be EUR 2.000.000.
Areas of Support
Increased capacity to deliver renewable energy’ – Hydropower
This Scheme can provide support for projects that will develop and implement activities within the hydropower field:
- Refurbishment or renewal of existing, small or large, Hydro Power Plants (HPP) to increase the power generation capacity and production efficiency.
- Note: projects aiming at refurbishment or renewal of hydropower facilities to meet electricity systems balancing needs in support of Variable Renewable Electricity generation (VRE-solar and wind power) will receive higher scores in the evaluation.
- Construction of new Small Scale Hydro Power Plants (SSHPP).
- Note: as the total process for preparing such projects (i.e. new SSHPP) up to the construction phase (i.e. design and obtaining all required permits) can take several years, it is mandatory that all permits and concessions are in place by the time the project application is submitted to Innovation Norway.
- Activities to increase reservoir capacity for hydropower generation, as a secondary activity in a project;
- Training of staff on using and maintenance of the equipment, provided by the supplier of the equipment, as an integrated part of an investment project (secondary activity in the investment project).
- Projects on hydropower must contribute directly to these:
- Outcome indicators:
- Estimated annual CO2 emissions reductions (in tonnes CO2 eq./year);
- Energy produced from hydropower sources (in MWh/year);
- Output indicators:
- Installed capacity for production of hydropower electricity (in MW);
- A number of new or refurbished installations for the production of hydropower electricity. Optionally, projects may contribute to this outcome indicator: – Number of jobs created.

Eligibility Criteria
- Eligible Applicants: any entity, private or public, commercial or non-commercial, and non-governmental organisations, established as a legal person in Romania.
- The Applicant must have been established for at least 3 years at the date of the deadline of the present Call.
- Eligible Partners: any private or public entity, commercial or non-commercial, established as a legal person in Iceland, Liechtenstein, Norway or in Romania.
- The Partner must have been established for at least 1 year at the date of the deadline of the present Call.

Mandatory attachments to the project application:
- Expected outcomes of the implementation of the project;
- Detailed Activity Based Budget (DABB) and financial projections for the project, in signed PDF format and Excel file;
- Disbursement Plan;
- Project Implementation Plan;
- Procurement Plan;
- Letter of Commitment;
- Project Document (to be submitted only by non-economic operators, e.g. public authorities and NGOs without economic activities);
- Business Plan (to be submitted only by entities involved in economic activities);
- Draft Partnership Agreement (if relevant);
- CVs of the project management team;
- Communication Plan;
- Self-declaration re. undertaking in difficulty;
- If the Applicant is a Small or Medium Enterprise (SME): Self-declaration re. SME;
- Self-declaration regarding clean tax and criminal record of the Applicant (and Partner(s) – if relevant) and of the legal representative(s).
- If applicable (projects implemented in partnership): Self-declaration regarding clean tax and criminal records of the Partner(s) and of its legal representative(s).
- Relevant Registration Certificates and statutory documents.
- Certified annual financial accounts of the Applicant for 2018 and 2019 (in Romanian) – which bears the Applicant’s signature (electronic or handwritten) and the fiscal’s authority registration number.
- The balance sheet as per 31 December 2020, certified by the legal representative and their financial officer.
- Applicant’s Annual report (the year 2019), which includes information such as the organisation’s activities and results achieved in 2019.
