The Agence Nationale De La Recherche (ANR) is calling for projects to help higher education and research institutions and increase their resources to deploy new projects led by their staff and teams thanks to additional resources thus obtained.
The fourth future investment program (PIA 4) supports, in its structural component, the transformation of higher education and research establishments. The development of their resources constituting an essential stake, the State decided to launch an action to support it.
The ability of an institution to develop and diversify its sources of funding has therefore become essential to the development of its activities and its influence on the national but also European and international academic scenes.

- support the rise of new sources of funding
Funding Information
- The selected projects will be funded for a period of between 6 and 10 years.
- This call has a budget of € 200 million and will only result in one wave.
Expected Projects
The expected projects must be led by a higher education and research establishment.
- The State invests with the establishment and supports it:
- First, to increase the skills of the teams dedicated to setting up projects and developing resources through support for operations and human resources;
- Secondly, to support the increase in the level of resources by supplementing the additional resources obtained under the activities supported under this call.
- This funding is degressive to lead institutions in the medium term to be independent in order to carry out their resource development policy:
- over time: it is gradually reduced throughout the duration of the project to stop definitively at the end of the project.
- in intensity: the greater the additional amounts obtained by the institutions supported under this call, the lower the marginal rate of aid.
Promising institutions can apply for this AAP in a site logic. They can thus rely on a partnership, at the scale of a site, with other higher education and research establishments, with national research organizations or with other structures (subsidiaries, foundations, etc.).
Criteria
This action therefore supports the development of new resources falling primarily under the following categories:
- continuing education services, lifelong training (FTLV), certification and à la carte training, vocational training, etc. ;
- European funding (such as funding allocated to institutions by European Horizon Europe programs including those of the European Research Council, Digital Europe, LIFE, EU4Health, Creative Europe, Erasmus +3, etc.)
