The United Nations Development Programme (UNDP), in Liberia, is inviting you to submit proposals for the CSOs to provide information and awareness services on the Local Government Act (LGA) at sub-national levels.
Decentralization has been a core reform objective of the Liberian Government over the past several years.
The government’s interest in this reform is premised on Liberia’s perennial problem of over-centralization of public administration which undermined popular participation in national decision making and access to social services and economic opportunities for the majority of Liberians.
Scope of Work
Duly registered CSOs are encouraged to develop and submit proposals in the following format:
- Project content and problem analysis – what results will the project achieve and how does it address the problem
- Justification – analysis of why it is important to address the problems and why your organization is best suited to carry out this task
- Expected results – expected outcomes, outputs, and activities
- Implementation strategy – how the project will undertake the activities to ensure the most effective and efficient achievement of results
- Work plan – highlighting each outcome, output, activity, and their completing timeframe
- Partnership – partners needed for coordination and collaboration for successful implementation of the project
- Risks and Risk Mitigation Strategy
- Monitoring and Evaluation
- Project Exit Strategy/Sustainability
- Institutional profile – a brief description of your organization, including its registration details and relevant experience and competencies in working on issues related to citizens/civic engagements. Experienced working on issues of decentralization is an added advantage.
- Project Budget – a proposed budget with a ceiling of not more than USD45,000.00 for lot one counties and USD35,000 for lot 2 counties – linked with output and activities including justification and/or explanation. A detailed budget should also be prepared in Excel as an annex.

Eligibility Criteria
Grants will be awarded to organizations based on the following considerations:
- National CSOs with strong backgrounds in awareness-raising especially in rural communities.
- The CSO should be duly registered in Liberia and have worked in some of the anticipated project counties.
- The organization’s proven administrative and financial management capacity to undertake the project.
- The technical design of the proposal in relation to achieving the expected results commensurate with a related budget; and
- The institutional capacity of the CSOs.
