The United Nations Development Programme (UNDP), as part of its commitment to promoting inclusive legal empowerment and improving access to justice for marginalized communities in Albania, has launched a call for proposals from non-governmental organizations (NGOs).
This initiative, titled “Advancing E-Justice for Inclusive Legal Empowerment and Improved Access to Legal Aid for Marginalized Women and Men in Albania,” aims to harness digital solutions to enhance legal services and support for vulnerable populations.
UNDP Albania is issuing this call for proposals to empower vulnerable women and men, such as low-income individuals, women victims of GBV/DV, women and men with disabilities, ethnic minority groups, such as Roma and Egyptian, elderly, and LGBTI community members with legal and digital literacy awareness, knowledge and skills, emphasizing public awareness of legal aid provisions and access conditions. The proposals shall adopt a proactive stance, conveying legal aid through public legal education, and combating a lack of legal culture and trust in service providers in 4 target areas, namely Shkodra, Gjirokastra, Fier, and Kavaja.
Areas of Interest
- Areas of focus of the proposals may include the following means of action, which do not represent an exhaustive list:
- Awareness campaigns that respond to the purpose of the call (may coincide with significant dates such as International Justice Day, International Day for EVAW, International Day of PwDs, etc.) utilizing social media, community events, educational materials;
- Visibility materials promoting the action, Free Legal Aid services, platforms addressing the legal needs of citizens, promotional videos, digital and multi-media materials in minority languages, and sign language that respond to the purpose of the call;
- Infographics, brochures, posters, leaflets in minority languages, and sign language that respond to the purpose of the call;
- Innovative actions that promote access to justice for the underprivileged through basic legal education.
- Establishing effective mechanisms at FLA centers in four target areas of Shkodra, Gjirokastra, Fier, and Kavaja to seek feedback from the population, ensuring that they have a meaningful role in shaping and evaluating provided support and services. This participatory approach not only enhances transparency but also empowers individuals to voice concerns or provide insights into the project’s impact on their human rights.
- Public outreach activities, such as open days with vulnerable women and men, to promote legal aid guaranteed by the state, provide digital literacy awareness, and other means of action.
Funding Information
- The project proposal should include a budget proposal where the grant request shall not exceed the amount of 1,500,000 Albanian LEKË. Any grant requests over 1,500,000 for the total project period will not be considered. Proposals will be considered “one-time grants,” with no expectations for follow-on funding.
Project Duration
- The maximum duration for the project proposals is 9 months.
Eligibility Criteria
- This call is open to Albanian non-for-profit organizations that promote, advocate, and contribute to the legal empowerment and access to justice of vulnerable citizens such as victims of gender-based and/or domestic violence, returnees from migration, Roma and Egyptian communities, members of LGBTI community, persons with disabilities, including youth and elderly so they can fulfill their rights, including within the formal justice system. By organization, it is understood a non-profit organization registered in Albania to provide legal awareness, and education to marginalized individuals, where a primary aim of these organizations is empowerment and the growth of self-advocacy of persons to realize their lawful interests by accessing basic services, including legal aid services.
- The applicants should submit:
- the court decision certifying the registration of the organization
- a valid tax registration (NIPT) certificate
- a bank account in Albanian Lekë (ALL) in the name of the organization.
