Call for Proposals: British Embassy Podgorica Fund 2018-19

The British Embassy Podgorica Fund is seeking proposals to implement projects with an aim to supporting UK strategic priorities in Montenegro and the Western Balkans region.

Aims

To strengthen electoral processes, public engagement with elections and the practice of democracy, including improvement of elections standards and greater alignment with international best practice, drawing on UK experience and expertise.

More specifically, Embassy is looking to support projects working on:

  • implementation of ODIHR recommendations resulting from 2018 presidential and local elections, to
  • increase effectiveness of State Election Commission (SEC) and Municipal Election Commissions (MECs); and
  • develop the electoral framework and practice in line with international standards;
  • increasing public trust in the election administration process.

Funding Information

The minimum size of the project proposals that are reviewed is £6,000, and the maximum size of the project proposals is £37,000. Co-funded projects are welcomed.

Eligibility Criteria

  • Grants are awarded to international organisations, local non-governmental organisations (NGOs) or other organisations that have a proven track-record of implementation and delivery of projects in Montenegro.
  • Irrespective of the project priority area, all projects must meet the following quality criteria:
    • Sustainability of the project’s results
      • The impact of a project should last beyond the life of the project itself. Applicants must clearly state which of the project outputs/outcomes are sustainable beyond the life of the project and how this will is going to be achieved in the course of the project.
    • Buy-in of the key beneficiaries/stakeholders of the project
      • An analysis of the project beneficiaries/stakeholders should be carried out during the preparation of a project, including consultations with the key beneficiaries/stakeholders. It should be clearly stated in the project proposal who the key beneficiaries/stakeholders of the future project are and the level of their support and buy-in to the project. They may require documentary evidence of this support.
    • Strategic impact in Montenegro
      • All projects should have a strategic impact on the development of a particular area.
    • Risk assessment
      • Project implementers need to clearly demonstrate and how would they mitigate potential risks to project delivery. The aim is not to discourage high risk projects, but to provide assurance that risk is being managed systematically and escalated properly.
