The Canada Fund for Local Initiatives (CFLI) is now open for an individual who is familiar with the process of project selection, monitoring and evaluation and who has comprehensive knowledge of the local context in the ODA-eligible Eastern Caribbean countries.
CFLI is part of Canada’s Feminist International Assistance Policy. It is a responsive, flexible program that allows the High Commission of Canada in Barbados and the Eastern Caribbean (BDGTN) to financially support relatively modest but visible projects that support local communities while advancing Canadian interests. The CFLI program at BDGTN is responsible for the coordination of projects in four ODA-eligible Eastern Caribbean nations – the Commonwealth of Dominica, Grenada, Saint Lucia, and St. Vincent and the Grenadines.
Thematic priorities
Candidates should also be aware of Canada’s priorities in the Eastern Caribbean and the CFLI programming thematic priorities as outlined below:
- Inclusive governance, including diversity, democracy, human rights and the rule of law.
- Peace and security, with a focus on conflict prevention and building peace.
- Gender equality and the empowerment of women and girls.
- Human dignity, covering health, education and nutrition.
- Growth that works for everyone, including women’s economic rights, decent jobs and entrepreneurship, investing in the poorest and most vulnerable, and safeguarding economic gains.
- Environment and climate action focusing on adaptation and mitigation, as well as on water management.
Funding Information
- Up to a maximum of BBD $30,000.00 over the entire contract (May 3, 2022 to March 31, 2023). Pay will be quarterly, based upon the completion of deliverables, and payments made upon receipt of invoices and timesheets.
- Mutually agreed upon administrative costs (such as banking fees, courier and communication) will be reimbursed up to the amount of BBD $900 and travel for project development and monitoring will be reimbursed up to a maximum of BBD $6,795.
- All travel will be reimbursed in accordance with the Treasury Board Travel Directives. Travel must be pre-approved; utilize economy class airfare; and be reported on and supported with receipts.
Responsibilities
Throughout the contract period, the CFLI Coordinator will:
- Administer the Canada Fund in Antigua and Barbuda, the Commonwealth of Dominica, Grenada, Saint Lucia, St. Vincent and the Grenadines, and Montserrat;
- Lead the project selection process in 2022-2023
- Monitor project implementation, including through organizing field visits and virtual visits
- Promote Canada’s support for individual projects through media releases, social media plans and by organizing promotional events
- Lead mid-year and year-end processes of the Canada Fund Program
- Regularly update the Canada Fund Manager and the CFLI Committee on their work and maintain excellent records
- Monitor the local situation in countries of accreditation and report any urgent humanitarian needs which may be applicable for CFLI crisis funding to the Canada Fund Manager.
Eligibility Criteria
- Mandatory professional qualifications
- Bachelor’s degree in relevant subject area;
- Development experience, preferably in the CFLI Thematic Priority Areas
- High level of proficiency with Outlook, Word and Excel programs (a test may be administered);
- Good interpersonal skills, including tact;
- Excellent written and oral skills in English (this will be the language of contact with local organizations);
- Accounting experience;
- Experience in maintaining files on, and supervision over, multiple projects simultaneously;
- Experience summarizing and presenting information to management for decision making;
- Experience working in a results-based context;
- Experience working quickly under pressure;
- Willingness to travel in the region; and
- Ability to work off-site (the High Commission will be providing an office and a desk).
