UN Women is seeking proposals from qualified and reputable faith-based organization as Responsible Partners (RPs) to effectively engage and collaborate with traditional and faith leaders in preventing and ultimately ending VAWG in line with the goal of the “Faith and Cultural Leaders for Ending GBV by Advancing Advocacy, Policy and Social Norms Change in Nigeria and West Africa” (LEAP) project.
In collaboration with traditional and faith leaders and consultants, the faith-based CSO will be expected to facilitate review of commitments by traditional and faith leaders on ending VAWG, support the development of national and regional accountability framework on the prevention of VAWG, facilitate safe spaces for dialogue and reflection on VAWG, SRHR and other SDG 5 commitments by traditional and religious at community, sub-national and national levels and support the alignment of COTLA and religious leaders from national to state level including the National Prevention Technical Working Group and finally, support traditional and faith leaders to organize community level social mobilization and awareness creation on the prevention of VAWG.
Specifically, the project will:
- Leverage power mapping tools of relevant prevention actors in West Africa to better understand the prevention ecosystem.
- Develop and publish regional accountability framework for traditional and religious leaders on GBV and SRHR.
- Create spaces for dialogue and joint reflection on GBV, SRHR and wider gender equality and women’s empowerment (GEWE).
- Review commitments of traditional and religious leaders on ending GBV, harmful practices and promoting SRHR.
- Support the Federal Ministry of Women Affairs to rejuvenate the National GBV Prevention Technical Working Group towards developing National GBV Prevention Strategy.
- Align COTLA and religious leaders with group for enhanced prevention coordination from National to State level including the National Prevention Technical Working Group.
Funding Information
- The budget limit is Sixty-Nine Million, Three Hundred and Eighty-Five Thousand and Five Hundred Naira Only (NGN 69,385,500) Only for the selected CSO over three years period.
- However, the proposal will be funded on yearly basis and activities of the subsequent years shall be funded upon satisfactory review of the performance of the preceding year.
- Consequently, the selected CSO will be requested to submit proposal for the sum of Twenty-Three Million, One Hundred and Twenty Eight Thousand, Five Hundred Naira Only (NGN 23,128,500) in the first instance.
- Timeframe: July 2023 – March 2026.
Outcome and Output
- Within LEAP Project, UN Women aims to support, in partnership with an Islamic and Christian faith-based CSOs, the review of the commitments by traditional and faith leaders in Nigeria on ending VAWG/HP to assist in evaluating the progress made in the implementation of the commitments and examine the factors contributing to the progress/retrogression in the achievement of the commitments. The project seeks to empower traditional and faith leaders to conduct awareness creation and sensitization activities at community towards transforming negative social norms at community level. As such, the CSOs shall be expected to collaborate with traditional and faith leaders to conduct community level awareness creation/sensitization activities on ending VAWG transforming negative gender and social norms. The project also seeks to develop and strengthen accountability framework on ending VAWG and support linkage with the ECOWAS to implement key principles relating to EVAWG as they relate to traditional and faith leaders.
- Outcome Statement: Gender equality and human rights of women, youth, and other marginalized groups including PLWD in Nigeria are enhanced SN OUTCOME 6 (UNSDCF Outcome 4.3).
- Output Statement: Capacity of institutions to advance and implement legislation to EVAW and other forms of discrimination is strengthened.
- Key Actions
- Leverage their existing networks, relationships, and moral authority to promote awareness, education, and action on ending GBV, HP and promote SRHR among traditional and faith leaders.
- Promote collaboration and coordination among different stakeholders, including traditional and religious leaders, community members, government agencies, and non-governmental organizations on interventions aimed at preventing and responding to GBV, HP and promoting SRHR.
- Support the development and implementation of accountability framework for traditional and faith leaders on GBV and SRHR.
- Mobilize traditional and faith leaders in the annual high-level convening to review commitments and monitor the implementation of accountability framework by traditional and faith leaders.
- Collaborate with traditional and faith leaders to facilitate social mobilization and community-based sensitization/awareness and collate commitments on the prevention and response towards enhancing community engagement and ownership in addressing GBV, HP and promotion of SRHR.
- Contribute to capacity-building initiatives targeted at traditional and religious leaders at national and regional levels towards equipping these leaders with necessary knowledge and skills to address GBV and HP within their communities and support survivors.
- Collaborate with traditional and faith leaders to facilitate the establishment of male networks/champions at community and religious spaces to challenge harmful social and gender norms towards preventing GBV, HP and promoting SRHR.
Deliverables
- At least 50,000 people reached by campaigns challenging harmful social norms and gender stereotyping through collaboration with traditional and faith leaders.
- At least 10 commitments are collated and documents on ending GBV, HP and promoting SRHR for dissemination and scale-up.
- At least 1000 men and boys each who regularly attend gender transformative safe spaces addressing violent masculinities and men’s violence towards women and girls in community and religious centres.
Competencies
- Demonstrable evidence of providing support for male networks on EVAWG.
- Demonstrable evidence of engagement with stakeholders on EVAWG.
- Demonstrable evidence of capacity to facilitate establishment of male networks and engage with national and security platforms on EVAWG.
- Demonstrable evidence as a faith-based CSO and/or faith-based leaning.
- Ability to conduct major campaigns with male gatekeepers to support young women and girls as advocates on EVAWG.
- Evidence of implementing in hard-to-reach areas.
- Demonstrable evidence of excellent facilitation and community mobilization skills.
- Ability to conduct interventions and rapid assessments including in hard-to-reach areas in view of COVID19 restrictions.
