The Embassy of the Kingdom of the Netherlands is pleased to invite eligible applicants active in Thailand, Laos and Cambodia to answer the call for proposals, for projects to be executed with support from the Dutch Human Rights Fund.
Promoting and protecting human rights, democracy and international rule of law worldwide is a priority in the foreign policy of the Netherlands. The Human Rights Fund (HRF) is one of the instruments to support the achievement of this priority. The objective of the Human Rights Fund is to strengthen the role and position of civil society, while supporting and strengthening human rights, democratic development and the promotion of the (international) legal order and rule of law.
Themes
- The Embassy of the Kingdom of the Netherlands in Thailand, Cambodia and Laos is issuing a call for proposals for projects relating to the following themes:
- Freedom of expression online and offline
- Freedom of religion and belief
- Equal rights for LGBTIQ+ people
- Human rights defenders and civic space
- Equal rights for women and girls
- Tackling impunity for the most serious crimes (Accountability)
- Projects that focus on the promotion of the international legal order, can also be considered under this theme.
- Equal rights for women and girls is also a cross-cutting theme and should preferably be integrated in all project proposals (in line with the Dutch Feminist Foreign Policy).
- Proposals that focus on the freedom of expression, the protection of human rights defenders and promoting accountability for the most serious crimes (incl. the promotion of the international legal order) are encouraged.
Funding Information
- There is no minimum or maximum amount, but they encourage projects with a budget between 50,000 and 80,000 Euro.
Duration
- The projects should have a duration of maximum four years and can start from March 2024 onwards. Multi annual projects are encouraged.
Location
- Thailand, Laos and/or Cambodia. Cross border projects in these three countries are encouraged.
Eligibility Criteria
- Eligible applicants:
- Local and international non-governmental organizations (NGO’s) active in Thailand, Laos or Cambodia. These organizations should be a non-profit civil society organization with legal personality.
- Governmental organizations, human rights institutions, ombudsman, governmental auditing offices and the judiciary.
- The local country office of the Office of the High Commissioner for Human Rights (OHCHR).
Criteria
- Financing of promoting of democracy/countering backsliding of democracies is limited to financial support of NGO’s focused on freedom of expression (online and offline), human rights defenders and civic space.
- Projects must have feasible, realistic goals and focus on clearly defined results.
- Funding of travel and accommodation for governmental employees is not allowed.
- Funding for World Press Photo and Anne Frank-exhibitions is not allowed under the HRF.
- A NGO is not required to have its headquarters in the country where the project is being executed.
