The Ministry of Foreign Affairs of the Republic of Bulgaria through the Embassy of the Republic of Bulgaria in the Republic of Azerbaijan has announced a procedure for acceptance and selection of project proposals to be implemented with grants within the official development assistance of the Republic of Bulgaria 2023.
Objectives
- Creating conditions for access to quality and inclusive education, e.g. by modernizing curricula, improving the educational infrastructure and introducing modern technologies and innovations in the educational process.
- Strengthening the administrative capacity at national, regional and local level of Azerbaijani institutions engaged in the protection of the rights of children, people with disabilities and other vulnerable groups.
- Improving the social environment for vulnerable groups, incl. in the context of the impact of the COVID– 19 pandemic on these groups.
Priorities
The priority areas and directions for implementation of projects on the territory of the Republic of Azerbaijan are:
- Providing inclusive and quality education
- Protect and guarantee the rights of children, people with disabilities and other vulnerable groups
Funding Information
- Eligible values of the projects:
- The minimum allowable value of a project is BGN 5,000.
- The recommended maximum value of a project is:
- for projects whose main purpose is the supply of goods and / or provision of services – up to BGN 60,000
- for projects whose main purpose is to carry out repair and / or construction activities – up to 60,000 BGN
- The co-financing of project activities provided by the applicant will be considered as an advantage in the evaluation, selection and approval of projects.
Proposals must contain an indicative starting date for the implementation of the project after March 1, 2023. and no later than November 30, 2023.
Outcomes
- Establishing the good name and international authority of the Republic of Bulgaria.
- Adoption and application of good practices and European standards in the field of modernization of education and protection of the rights of children, people with disabilities and other vulnerable groups.
- Expanding the opportunities for transfer of expertise between the Republic of Bulgaria and the Republic of Azerbaijan.
- Improving the educational and social infrastructure.
Eligible Activities
The project implementation costs must meet the following conditions at the same time:
- to be lawful and comply with the principles of accountability, economy, efficiency, effectiveness and transparency.
- be made against the necessary supporting documents – invoices or other documents with equivalent probative value.
- be within the value of the project.
- not be funded by another project, program or any other financial scheme stemming from the national budget, the EU budget or another donor.
Target Groups
- State and local administration in Azerbaijan
- Educational institutions – kindergartens, schools, universities, day care centers, etc .
- Marginalized and vulnerable groups, with special emphasis on children, people with disabilities, refugees, internally displaced persons
- Associations and organizations contributing to the realization of the priorities and the achievement of the goals of the Bulgarian “Development Assistance”.
Eligibility Criteria
- Primary and secondary budget managers – legal entities of the Republic of Azerbaijan
- International and local non-governmental organizations
- Municipalities and their associations
- Educational, health and social institutions
- International humanitarian organizations
- Others – organizations contributing through their activities to the establishment of the good name of the Republic of Bulgaria and developing activities in the areas specified in the announcement
