The United Nations Development Programme (UNDP) is calling Proposals from National NGOs/CSOs for Technical Support for the implementation of Community Development (CDD) Interventions in Ye in Mon State.
Objectives
The specific objectives of this Call for Proposals are for NGOs/CSOs to:
- Vulnerable communities are supported with their basic needs and in their efforts torecover from the crisis
- The CDD approach is successfully tested in pilot townships
- The pilot-testing yield documented lessons and good practices that are useful for finalising the design of the ENCORE Project
Funding & Duration information
- Invited and interested NGO/CSO will present a detailed itemized budget as required per financial proposal template of UNDP’s CFP for this assignment.
- The NGO/CSO is required to provide detail costs to implement the activities (including costs related to operational support, technical assistance, monitoring, and overhead, etc.). The NGO/CSO costed budget will be the basis of the “value for money” assessment of the proposal evaluation process.
- Proposal amount for this Call for Proposal, inclusive of project activity cost, professional fees, operational and overhead costs should be within the ceiling of MMK 29,500,000 (Myanmar Kyats One Hundred Twenty Nine Million Five Hundred Thousand). The amount requested in the proposal should be commensurate with the organization’s administrative and financial management capabilities.
- In principle, project duration will be 8 months depending on actual start date.
Scope of Work, Outputs and Deliverables
The selected TIP will work in close collaboration with UNDP’s Main Implementing Partner engaged to provide overall support to ENCORE implementation, particularly on (i) Training/Capacity Building, (ii) Monitoring, Evaluation and Technical Support, (iii) Project Management Support, (iv) Lessons Learning and Knowledge Management; and UNDP Field Offices. The TIP shall be responsible for ensuring the effective implementation of ENCORE in their assigned township with careful consideration of UNDP’s Engagement Principles, the urgent needs of targetcommunities, the safety and security of project staff and community members, and related risks.
The expected results are:
- Vulnerable communities are supported with their basic needs and in their efforts torecover from the crisis
- The CDD approach is successfully tested in pilot townships
- The pilot-testing yield documented lessons and good practices that are useful for finalising the design of the ENCORE Project
To achieve these results, the TIP will undertake the following activities:
1. Participatory Planning and Community Consultations
- In coordination with the MIP/UNDP, lead the necessary consultations and validation activitiesto finalize the project sites (VTs and villages) in the township
- Actively participate in the various trainings, coaching and other capacity building supportprovided by the MIP
- Undertake the necessary consultations and validation activities to finalise the project sites(villages/VTs) to be covered by ENCORE
- Ensure maximum community participation and build community capacities for and ownershipof each stage in the CDD process
- Ensure that local leaders and community members are fully aware and supportive of theproject, its objectives, and activities
2. Implementation of CDD interventions
- Facilitate all the steps and stages in ENCORE’s CDD approach according to the guidelinesprovided by UNDP
- Establish coordination mechanisms in the township and lead ENCORE implementation in thetownship in coordination with the MIP and UNDP
- Actively participate in the various trainings, coaching and other capacity building supportprovided by the MIP
- Supervise the work of Community Facilitators (CFs), monitor their performance, and ensuretimely delivery of quality outputs
The following outputs/deliverables are expected from the implementation of the above-mentioned activities:
- Inception Report to be submitted 2 weeks after signing of the contract
- Report on the final set of recommended project sites (villages and VTs) as a result of Step 2 ofthe consultation process.
- Up-to-date database for the township which includes V/VT demographics and socioeconomicprofiles, prioritized needs, approved projects and activities and their status– to be establishedwithin the first month of commencement of contract and regularly updated thereafter
- Progress Reportsto be submitted on a monthly basis, including
- (i) progress in the CDD process,
- (ii) basic needs delivered / community projects started, ongoing or completed,
- (iii) challenges/ difficulties encountered and recommended solutions,
- (iv) consolidated answers to thelearning objectives for each CDD step undertaken on the month as listed in the ENCOREguideline
- At least 3 draft case studies to be finalised in collaboration with the MIP
- Project Completion Report to be submitted within one month after completion of theengagement
Duration of Assignment
- The work will be undertaken over a period of up to 9 months, starting on 1 August 2022
Location of Work
- Ye in Mon. The list of potential village tracts in which project interventions will be implemented.
Eligibility Criteria
NGOs/CSOs is eligible to be considered by UNDP based on the NGOs/CSOs Request for Information (RFI) and A Capacity Assessment Checklist (CACHE) templates that submitted. Only qualified NGOs/CSOs is eligible to apply for this Call for Proposal. Eligibility and qualification criteria of NGOs/CSOs:
- Currently working in Mon on Community Driven Development (CDD) Interventions
- Established Field office in Ye in Mon State
- Assured access to project locations for a minimum of next 8 months.
