The Fund for Local Cooperation (FLC), administered by the Embassy of Finland, is looking for projects to be implemented in 2025-2027 by Ukrainian civil society organizations for supporting the resilience of Ukrainian society.
The Embassy gives preferential treatment to projects promoting the rights of vulnerable groups, such as: persons with disabilities, sexual and gender minorities.
Thematic Areas
- Empowering women and advancing gender equality in Ukraine:
- promoting women’s rights and women’s full and effective participation in decision-making in public and economic life;
- strengthening gender equality, social inclusion, equal opportunities, as well as sexual and reproductive health and rights.
Funding Information
- The total amount to be disbursed to the selected projects will be around 300 000 EUR, of which 5-10 % will be reserved for the Embassy’s monitoring activities of the funded projects.
- Maximum 3-4 projects will be selected for funding.
- The maximum project duration is 24 months.
Eligibility Criteria
- The applicant organization must have a real, reliable national basis, a public organization (non-governmental and non-profit), registered at least three years before the final date of the competition (31.05.2025 or earlier), (registration form attached).
- Absolutely positive report of a completed grant project or the latest audit of the organization (copy attached).
- Proven experience in implementing projects with a budget of at least 50,000 euros and financial capacity to cover part of the project costs (annual reports for the previous 2 years to be submitted at the final evaluation stage for selected candidates).
- The organization has a professional financial manager (resume attached).
Ineligibility Criteria
- FLC funding cannot be granted:
- to an unregistered association or organization;
- to support the activities of a political party;
- for basic research;
- for single cultural events (that have no permanent impact);
- for charity;
- for humanitarian aid;
- in the form of a grant, scholarship or assistance for the applicant’s personal use;
- for purchasing land and real estate.
Selection Criteria
- The Embassy of Finland emphasizes the importance of preparing a quality project application.
- The applicant’s capacity and professionalism should be reflected in the quality and clarity of the project proposal. Previous experience in implementing projects in the relevant subject area and the applicant’s ability to manage finances will also be taken into account.
- The relevance and quality of the proposal are among the key selection criteria.
- When selecting project applications, the Embassy also takes into account geographical balance within Ukraine.
- An NGO can receive funding for a maximum of two consecutive years. New funding cannot be provided to organizations whose previous project under the Local Cooperation Fund is still ongoing (pending submission or approval of the final report).
- A mandatory condition for granting a grant is the implementation of the project in Ukraine and the physical presence of the project team in the country.
