The United Nations Office for Disaster Risk Reduction (UNDRR) is pleased to announce a call for proposals for the “Global Risk Assessment Framework (GRAF) – Pillar 2 Eswatini” to improve risk information for more resilient development and humanitarian decision making across sectors and scales.
UNDRR designed GRAF to address a wide spectrum of challenges to improve comprehensive risk management. GRAF seeks to transcend traditional linear and probabilistic risk analyses which have proven to be inadequate in understanding risk today.
A core feature of the GRAF is creating partnerships between global, regional and national experts in risk science, investment, policy making and communication.
The GRAF aims to increase use of scalable, systemic risk information to support more resilient development and humanitarian planning, public and private investment, strategic and operational decision-making.
Purpose
- Pillar 2 of the Global Risk Assessment Framework (GRAF) aims to support target countries to improve risk knowledge and understanding of inter-connected and systemic risks impacting their development progress.
- Pillar 2 is devoted to providing technical and financial assistance to support the commissioning of specialized risk analytics on issues of priorities to UNDRR’s national partners.
Outcome
- The Government of the Kingdom of Eswatini, through the National Disaster Management Department (NDMD) in the Office of the Deputy Prime Minister, has requested UNDRR support under the GRAF to commission a multi-dimensional risk review and training to inform public policy, programming and budgeting.
Funding Information
- The maximum amount requested from UNDRR for the implementation of this project cannot exceed USD$80,000.
- The duration of the proposed project cannot exceed December 31, 2021.
Activities
- Scoping and consultation with national stakeholders (e.g., NDMA, sector ministries, UNCT members, NGOs, multilateral and bilateral development partners)
- Engagement with Eswatini’s National GRAF Reference Group (convened by NDMA)
- Collection, collation and synthesis of national risk data sets across sector ministries
- Key informant interviews, focus group discussions, data collection and analysis
- Drafting of inception report, draft report, training materials
- Delivery of validation and training workshops
Outputs
The following outputs are expected from the assignment:
- a proposed methodology for assessing inter-connected and systemic risks based on an analysis of hazards, exposure, vulnerabilities, institutional, organizational and socio-economic capacities (reflective of the current state of science and good practices);
- a stakeholder mapping of organizations that have conducted risk assessments, outputs and how such risk-related products have been used, by whom and the challenges and opportunities for adoption of findings;
- three weeks from contract signing, convening an inception workshop with stakeholders to confirm parameters, ground-truth the methodology, expectations, geographical coverage and scope of deliverables;
- an inception report presenting a detailed work plan based on guidance during inception workshop;
- a synthesis report outlining core inter-connected and systemic risks facing Eswatini, containing the following:
- An executive summary for policy makers;
- Overall descriptions and analysis of the economic, social and institutional landscape, e.g., most vulnerable geography, population, economic sectors, livelihoods, infrastructure and environment, etc.;
- Description of vulnerable groups exposed to inter-connected and systemic risks, based on a review of the drivers of risk and a description of coping and risk reduction options;
- Risk reduction and mitigation options aligned to core risks, with recommendations for integration into national budget and action on climate change adaptation.
- training materials developed on interconnected and systemic risk targeting national and subnational sectoral planners. The training will target approximately 30 participants (gender inclusive). Expected outcomes include improved risk knowledge on hazards and interconnected/systemic risk, good practices in risk reduction, risk data and information, risk governance, and application of risk information in budgeting, sector planning, and climate change adaptation prioritization.
- DRR training delivered targeting senior decision-makers in government to ensure knowledge and skills transfer in risk knowledge (how to interpret and apply risk data/information in national budgets, sub-national and sector planning and decision-making).
- a participatory workshop with technical staff delivered to explain methodologies and disseminate key findings before the final version of the report and associated deliverables are handed over; this would also include evaluating and prioritizing the risks identified in the multi-dimensional assessment;
- design of a tailored training package aimed at sector ministers and other senior decision-makers to improve risk knowledge and understanding of Eswatini’s risk landscape into public policy and sector programmes.
- Final report on inter-connected and systemic risks for consideration in budget planning and climate adaptation.
