The United Nations Office for Project Services (UNOPS) is inviting proposals to operationalize the national system for monitoring climate finance while promoting the commitment of all stakeholders in the fight against climate change.
The ICAT provides countries with tailor-made support as well as tools and practical guides to put in place the rigorous transparency frameworks necessary for effective climate action and in line with national development priorities. The ambitions supported by the ICAT concerning: the development or improvement of transparency frameworks for mitigation; developing a monitoring and evaluation approach for adaptation; developing or improving frameworks to track progress in implementing nationally determined contributions; assessment of the impacts of climate policies; estimating or improving greenhouse gas forecasts; the integration and/or aggregation of climate actions at the subnational level and for non-state actors; developing a monitoring system for just transition programs; establishing or improving a climate data collection system; and establishing a framework to track climate finance flows.
Objectives of the ICAT Morocco Project
- Specifically, the objectives are:
- Develop institutional arrangements and clearly define roles and responsibilities associated with tracking climate finance.
- Update the detailed NDC budget by sector and by need.
- Develop a system to track national and international funding flows to support the implementation of the NDCs.
Grant Scope
- The technical support provided to the country should contribute to the design and operationalization of the national framework for monitoring climate finance, linking climate action to climate finance and enabling the integration of this data into the transparency framework of the climate finance.
- Specifically, it will:
- Identification of stakeholders involved in climate finance flows and their roles and responsibilities;
- Analysis of the existing national climate finance monitoring system and definition of the climate finance;
- The development of impact definitions and indicators for monitoring climate finance and establishing their scope;
- The development and implementation of the institutional arrangements necessary for the climate finance monitoring system and the strengthening of the capacities necessary for the establishment of these arrangements;
- The development of tools to help stakeholders use the platform for monitoring the climate finance (to be aligned with the existing MRV platform);
- The establishment of a detailed budget necessary for the implementation of Morocco’s NDC (mitigation and adaptation);
- The development of a system for tracking climate finance in expenditure that is standardized and integrated into national processes;
- Verification and updating of the detailed budget of the NDC by sector and by need;
- The development of a system for monitoring international and national climate finance and developing tools to help actors use the system;
- The development of national and international reports on climate finance in order to use the results when making decisions;
- Strengthening the capacities of actors in terms of tools for monitoring budgets linked to the climate finance.
- The scope of the work includes public and private finance, both domestic spending and international finance received, as well as climate finance needs. It includes the country as a whole, considering national and sub-national finances, public and private sources.
Funding Available
- The grant available under this RFP is USD 170,000.
- The expected duration of the grant/funding is 12 months.
Activities
- Activity 1: Establishing the scope and roadmap
- Analysis of the national mechanism for monitoring existing climate finance and obligations international standards in terms of monitoring and communication;
- Mapping of stakeholders involved in climate-related financial flows;
- Deliverables:
- Work plan
- Launch workshop
- Stakeholder mobilization strategy
- Activity 2: Establishment of the institutional framework
- Assessment of the initial situation, the current national institutional arrangements and the system governance;
- Development of the necessary institutional arrangements and associated roles and responsibilities tracking climate finance;
- Deliverables:
- Report on the institutional arrangements developed for the climate finance tracking system, including draft regulations to institutionalize these arrangements;
- Training workshop on institutional arrangements;
- Activity 3: Ex-ante evaluation of the cost of the NDC
- Develop a disaggregated budget for the NDC by sector, by year, by gap, by source of financing;
- Identify conditional and unconditional budget for Morocco’s NDC;
- Deliverables:
- Detailed budget for Morocco NDC
- Consultation and validation workshop
- Activity 4: Ex-post monitoring and verification
- Development of the methodology and design of the financing monitoring platform perceived international climate;
- Roadmap for integrating the methodology for tracking international climate finance received into the global climate finance tracking platform;
- Deliverables:
- Report on the methodology for tracking international climate finance received
- Design of the platform and roadmap for its deployment
- Consultation and validation workshop
- Activity 5: Communication
- Development of a roadmap for the communication of information on financing climate change at the national level;
- Developing a roadmap for reporting on climate finance as part of international reporting requirements;
- Deliverables:
- Standardized methodology to account for climate finance
- Training workshop on the methodology and the use of the results during the decision-making processes decision
Target Beneficiaries
- The project focuses on institutions involved in tracking climate finance, and aims to build capacity in this regard. It also involves other actors, public and private, who will have been identified during the first stages of the project.
