Within the framework of the Joint European Union/Council of Europe Programme ROMACTED Phase II on “Promoting good governance and Roma empowerment at local level”, the Council of Europe hereby issues this Call for Proposals in order to select a Support Organisation in Montenegro to provide organisational and logistical support and assistance and to enable the smooth running of all activities in Podgorica – Camp Konik.
The purpose of the current call for proposals is to select a Support Organisation in Montenegro to provide support to the Council of Europe in carrying out activities in Podgorica – Camp Konik, according to the adapted methodology, and considering the specifics that this settlement has. Camp Konik has hosted thousands of Roma and Egyptian displaced persons for more than two decades (1,869 people – 357 households, including in private accommodation).
Objectives
- Strengthen the capacity of the Roma community to participate more actively in decision-making processes related to them, but also to take on their responsibilities;
- Improve the capacity of local authorities to perform their roles and responsibilities in an effective and efficient manner when it comes to designing and implementing plans, policies and projects, in particular active inclusion measures that improve Roma integration;
- Improve the efficiency, effectiveness and sustainability of local policies, measures and delivery of services.
Possible Areas of Intervention
- Housing: Raising the awareness of the inhabitants of buildings about the importance of proper maintenance of apartments, buildings, and other common areas;
- Work with other community members: Special meetings with women and young people to identify their needs and problems, strengthen them for more active participation in society, and resolve their needs and concerns;
- Bringing communities together: To reduce the gap between Roma and non-Roma.
Funding Information
The Council of Europe intends to award one grant of between 20,000 EUR (minimum) to 30,000 EUR (maximum).
Eligibility Criteria
In order to be eligible for a grant, an applicant must:
- be legally constituted as a NGO/civil society organisation/entity in Montenegro;
- be entitled to carry out in Montenegro activities described in its project proposal;
- have been active for at least three years in the field of Roma inclusion, Roma communities, policies, public administration, access to funding, and social inclusion;
- have experience in work with the Roma community in Camp Konik;
- have sufficient financial capacity (stable and sufficient sources of funding) to maintain its activity throughout the period for which the grant is awarded and to participate by way of its own resources (including human resources or in-kind contributions);
- have sufficient operational and professional capacity, including staff, to carry out activities described in its project proposal;
- propose a Coordinator who has at least 3 years of experience working on Roma inclusion;
- propose a Facilitator who has at least 3 years of experience in a similar role;
- have a bank account.
