The Bureau of International Narcotics and Law Enforcement Affairs (INL) of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to strengthen civil society organizations in El Salvador to identify, analyze, and expose corruption and impunity.
The Department of State, Bureau of International Narcotics and Law Enforcement Affairs, looks to address the different challenges in El Salvador. Specifically, they aim to uncover corruption and impunity using civil society organizations to:
- Develop a coordinated and comprehensive anti-corruption communications strategy,
- Implement long-term civic education,
- Establish and coordinate judicial observatories,
- Strengthen legal defense and protection, and
- Serve as a repository to document corruption and impunity cases.
Project Goal(s)
This project seeks to strengthen the capacity of civil society organizations in El Salvador to identify, analyze, and expose corruption and impunity. INL seeks to create solid foundations for comprehensive effort to identify and expose corrupt acts and impunity by developing civil society capacity to hold government institutions accountable, especially in the areas of budgeting, public expenditure, and public service delivery.
Project General Objective
INL has identified the following subject areas as priorities for anticorruption and anti-impunity programming:
- Comprehensive Communications Strategies on Countering Misinformation
- Long-term Civic Education on the Costs of Corruption
- Judicial Observatories
- Anticorruption Scorecard
- Legal Defense & Protection
- Access to Information in Closed or Closing Spaces
- Mapping Anticorruption Systems
Funding Information
- Length of performance period: 24 to 36 months
- Number of awards anticipated: 4-10 awards (dependent on amounts)
- Award amounts: awards may range from a minimum of $150,000.00 to a maximum of $2,000,000.00
- Total available funding: $8,000,000.00
Priority Region/Countries: Projects will be implemented in El Salvador.
Participants and Audiences: The intended target audience for this project will be civil society organizations that operate in the anticorruption, anti-impunity, and justice sector sphere in El Salvador. INL prefers a multisectoral approach that will include local and international CSOs, faith-based organizations, academic organizations, and others.
Eligibility Criteria
- The following organizations are eligible to apply:
- U.S.-based non-profit/non-governmental organizations (NGOs);
- U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code;
- Foreign-based non-profits/non-governmental organizations (NGOs);
- Foreign-based educational institutions
- Applicants must also meet the following requirements to be eligible to apply to this NOFO:
- Applicants must have demonstrated experience implementing similar projects, preferably in the target country or region. INL reserves the right to request additional background information on organizations that do not have previous experience administering similar programs and/or federal grant awards.
- Applicants must have the ability to produce documents (e.g. trainings materials, reports), deliver training, and conduct evaluations in Spanish and English. The applicant’s staff should be proficient in English in order to fulfill reporting requirements.
- Applicants must have existing, or the capacity to develop, active partnerships with stakeholders in order to successfully carry out the proposed program.
