The Ministry of Manpower is inviting organisations to submit proposals to operate Kaki Bukit and Woodlands recreation centres (RCs).
Appointed operators will receive a grant from MOM to operate these RCs. In return, operators are required to meet:
- Visitorship targets
- Implement governance controls
- Support the use of RCs as platforms for stakeholder engagement with migrant workers
- Put in place plans to repurpose the RCs for contingencies
The appointment of operators for Kaki Bukit and Woodlands RCs is part of their ongoing efforts to improve the diversity and quality of offerings to support the social and recreational needs of migrant workers in Singapore.
What They Are Looking for?
- They seek operators with:
- Good understanding of migrant workers’ needs and preferences
- Good track record of managing migrant worker-centric initiatives
- Strong operational expertise to manage facilities and tenants
- Capability to pilot innovative programmes that enhance RC appeal
Eligibility Criteria
- Applicants must:
- Be Singapore-registered organisations including companies, trade unions, non-governmental organisations (NGOs), non-profit organisations (NPOs) or consortiums.
- Have organised at least three migrant worker-centric events since January 2020, each with a minimum attendance of 200 workers, comprising S Pass holders, Work Permit holders or migrant domestic workers.
- Not be debarred from participating in public sector tenders.
- Have attained bizSAFE Level 1 certification, or registered for bizSAFE Level 1 workshop.
