The World Food Programme (WFP) is seeking proposals for the Community Engagement for Effective Management of Agricultural Infrastructure Program.
WFP Kenya, in partnership with the Government, UNHCR and others, is transforming its refugee operations to contribute effectively to the government’s shift in refugee assistance from camps to settlements by,
- changing its refugee operations design from a primarily humanitarian focus to one that encompasses humanitarian, development, and peace-building elements using a needs-based approach;
- optimising food systems in and around refugee hosting areas to enhance livelihood opportunities for refugees and host communities;
- and transforming existing food assistance modalities and capacity-strengthening programmes with the government to catalyse the transition. Enhancing Food Systems in Turkana West WFP, FAO, and the Turkana County Government are working jointly to enhance the resilience of food systems in refugee-hosting areas.

Expected Results
- The partner will work with the host and refugee communities at the listed project sites. The engagement with communities should begin in July 2025 and run until December 2027.
- Improved management of infrastructure groups
- Election of Committee Members – Ensure that members of infrastructure committees are elected/replaced according to their group’s Constitution and the Government of Kenya Community Groups Act 2022.
- Committee Meetings – Help infrastructure committees hold regular and special meetings as outlined in their constitution and bylaws and keep records/minutes of these meetings.
- Farmers List – Ensure the committee keeps clear records of the direct beneficiaries at the Farm and update regularly.
- All Farmers Meetings – Support committees in organising regular meetings for the broader infrastructure group, as required by the group’s constitution and by-laws, and ensure meeting records are maintained. Track the progress of decisions made in committee and group meetings to ensure they are implemented.
- Governance Structure – Direct the committee on establishing and maintaining a governance structure to manage the farmers and infrastructure. The structure should include the committee, the shade net manager, the water operator, and the security personnel.
- Production Records – Facilitate the weighing of produce while keeping the records.
- Financial Transparency – Assist infrastructure committees in keeping clear financial records, setting up bank accounts, and reporting to members.
- Mobilise committees and group members for project meetings, training sessions, stakeholder discussions, market linkage forums, and site visits.
- Increased Community Responsibility in Managing Infrastructure
- The infrastructure must always work properly so that farmers can depend on it for a steady income and food supply. The partner should support the community and committee for the following.
- Maintaining Infrastructure Integrity – Committee members must keep an up-to-date inventory of all infrastructure. Any damage, wear, or theft should be recorded immediately, and solutions should be found based on by-laws, infrastructure operations, and maintenance guidelines and plans.
- Infrastructure Operations – The committee must ensure that farm operations follow the plan so that all farmers benefit fairly. For example, water distribution should be scheduled fairly, on time, and for the right duration. This will improve productivity, prevent waste, and reduce conflicts among farmers.
- Workers: Infrastructure committees should hire and manage workers—such as water operators and guards—to properly take care of the infrastructure. They will need support in hiring and managing these workers.
- User Fees: The committee should set up effective ways to collect fees from farm users and manage finances accountably. These fees help pay for group workers and costs for repairs and maintenance.
- Faster resolution of requests and issues that emerge around agriculture infrastructure – social, technical, and security.
- Share requests and concerns that need action from WFP or other stakeholders and provide feedback to the community.
- Conflict resolution – Ensure project committees understand grievance procedures and contacts while fostering unity and peaceful coexistence.
- Help identify project risks and suggest solutions by reporting issues to key stakeholders for timely resolution.
- 4.4 Project Reporting Provide regular and timely updates on the following.
- Weekly updates on pertinent issues in project sites
- A monthly update on the list of farmers.
- Monthly record of harvests
- Reports on the functionality and use of agriculture infrastructure by project beneficiaries.
