Are you a CSO, NGO, or FBO dedicated to boosting democratic participation in Vanuatu? Unites Nations Development Programme, through VEEP lll and in partnership with VEO, invites eligible organizations to apply for funding under the Expansion of VEO’s Civic Education Grant.
This grant supports groups outside Port Vila to deliver voter and civic education using VEO’s official curriculum. Successful applicants will help increase awareness of democratic processes and inclusive participation, especially among women, youth, and people with disabilities.

Funding Information
- Maximum Grant Amount: 40,000 (approximately 4.6 million Vatu)
- Applicants may request up to $40,000 per project
- Duration: 1 July 2025 – 1 October 2025
Eligibility and Participation
- Have demonstrable experience with at least one previous activity in civic education, voter education, or voter awareness in previous programming.
- Have an organisational structure demonstrating decentralised presence in Vanuatu (presence or programming outside of Port Vila).
- Have been registered with the Vanuatu Financial Services Commission (VF5C) Certification for at least three consecutive years, inclusive of 2025.
- Operational Capacity – must provide evidence that the organization has required technical, human resources (CV of the key personnel related to the project) of the project.
- They encourage organisations with demonstrated experience working with youth, women, and people with disabilities to apply.
Selection Requirements
- Relevance and Clarity: Alignment with project objectives and clear work plan.
- CSO Experience: Proven experience in civic education, voter education, and voter awareness and community engagement.
- Budget Feasibility Realistic and well justified costs
- Inclusive Focus’ Commitment to social inclusion.
- Quality and Quantity: Projected number of beneficiaries is high with evidence of good quality programming.

- Proposal template (to be provided upon request):
- A clear plan for delivering the objectives.
- Proposal budget (in Vatu currency).
- Additional attachments:
- CV of the relevant staff of the CSO.
- Vanuatu Financial Services certificate for 2024 and 2025.
- Bank account details in the name of CSO.
