The Climate and Clean Air Coalition is inviting proposals for expanding SLCP Action and Increase Capacity for Methane Mitigation in Côte d’Ivoire.
The aim of this project is to support Côte d’Ivoire’s Ministry of Environment and Sustainable Development in expanding short-lived climate pollutant (SLCP) planning and implementation processes and increasing capacity for methane mitigation.

Estimated project cost: US$ 100,000 – 125,000.
Minimum Required Outputs
Projects should deliver at a minimum:
- An improved and updated SLCP emissions inventory, emissions projections, and mitigation assessments as technical basis for including SLCPs in Cote d’Ivoire’s revised NDC, NDC implementation plans, greenhouse gas emission inventories, MRV/monitoring and evaluation frameworks, and air quality management processes. This work should also set out how to mobilize resources for implementation of SLCP priority measures.
- Capacity building workshops and support tools to train relevant persons within key organizations such as CIAPOL (Centre Ivoirien Antipollution) on the further development of mitigation assessment and tracking of implementation progress building on the SLCP analysis. This would include support to:
- Update the SLCP analysis in key sectors, including energy, industries, agriculture, waste and if possible, forestry and land.
- Develop long-term 2050 emission projections.
- Enter cost data to assess the cost of implementing mitigation measures.
- Train a core team in Cote d’Ivoire to update it into the future.
- A methane roadmap that follows a methodology agreed with the CCAC Secretariat. Based on methane related assessments, this roadmap will include the development of implementation pathways for methane mitigation measures, assessment of the cost of implementation, and monitoring and evaluation framework for methane mitigation. This would be aligned with the NDC implementation plans for its updated NDC.
Applicants are encouraged to propose additional outputs as needed to ensure the expected project outcomes are achieved.
Expected Outcomes
Through the proposed outputs and activities, the project should achieve the following by its completion:
- Côte d’Ivoire’s government has increased capacity to assess and model their SLCP emissions, to prioritize and implement SLCP mitigation measures, and to track progress.
- Côte d’Ivoire’s government endorses the methane roadmap.
Eligibility Criteria
To be eligible for consideration, project proposals must meet the following requirements:
- Are complete and submitted before the deadline
- Are submitted by a non-governmental organization (NGO), intergovernmental organization (IGO), or other not-for-profit entity
- Requested funding falls within the indicated cost range and the project duration is less than 24 months
- Budget criteria are met and spending caps on expenses are respected.
