The Ministry of Finance, Programme Operator of the Human Rights Programme, in cooperation with the Office of the Government of the Czech Republic has announced a Call for proposals (HROVA3 – Establishing new specialized services for victims of gender-based violence) for projects funded by the Norway Grants 2014-2021.
The objective of the Open Call is to strengthen the capacity of the system for preventing and combatting domestic and gender-based violence. The Call responds to the long-term shortage of specialized services for victims of domestic and gender-based violence by its aim to promote accessibility of the specialized services (ambulatory, residential, crisis and field assistance) to persons at risk of domestic and gender-based violence.
Specifically, the Call focuses on the establishment of centers for victims of domestic and gender-based violence and innovative measures implemented by providers of the specialized services.
Funding Information
- The financial allocation of the Call decisive for the selection of the projects to be funded is 1 946 471 EUR.
Eligibility Criteria
- Eligible applicants are:
- Non-governmental non-profit organisations (hereinafter referred to as NGOs) providing assistance to victims of domestic or gender-based violence established;
- Municipalities and regions providing services to victims of domestic and gender-based violence pursuant to Act No. 108/2006 Coll., On social services, as amended.
- Eligible applicants in the group of Non-governmental non-profit organisations providing assistance to victims of domestic or gender-based violence established as legal persons in the Czech Republic are as follows:
- Association according to Act. No. 89/2012 Coll., the Civil Code as amended; Subsidiary Association representing an organizational unit of an Association is not considered an eligible applicant;
- Institute according to Act No. 89/2012 Coll., the Civil Code, as amended (hereinafter referred to as institute);
- A special-purpose entity of a registered church and religious society established by the church and religious society for the provision of charitable services according to Act No. 3/2002 Coll., on freedom of religion and status of churches and religious societies and amending certain laws as amended (hereinafter referred to as special-purpose church entity);
- Public benefit organization according to the to Act No. 89/2012 Coll., the Civil Code, as amended, that refers to the Act No. 248/1995 Coll., on public benefit organizations and on amendments to certain acts, as amended (hereinafter referred to as public benefit organization);
- Foundation or endowment fund according to Act No. 89/2012 Coll., the Civil Code, as amended (hereinafter referred to as foundation or endowment fund).
- Eligible applicants in the group of Municipalities and regions providing services to victims of domestic and gender-based violence pursuant to Act No. 108/2006 Coll., On social services, as amended, are as follows:
- The municipality, according to Act No. 128/2000 Coll., on Municipalities (Municipal Establishment), as amended;
- The region, according to Act No. 129/2000 Coll., on Regions (Regional Establishment), as amended;
- Municipal District of the City of Prague, according to Act No. 131/2000 Coll., on the City of Prague, as amended;
- A contributory organization established by a territorial self-governing unit according to Act No. 250/2000 Coll., On budgetary rules of territorial budgets.
Grant Application
It is highly recommended to submit the application and its annexes written in a clear and concise manner so that their content is correctly understood during the evaluation. When processing the application, the applicant should pay particular attention to these general principles:
- Compliance of the application with the conditions of the relevant Open Calls;
- Clarity of information in individual parts of the application and its annexes, including its interdependence, especially the link to the project budget and the logical framework;
- The need to prepare the information concisely in order to avoid detailed technical terminology and lengthy general descriptions;
- The feasibility of budgeting, including unit costs based on market prices, taking into account future economic developments. This chapter also describes the individual tabs of the application form and provides instructions for filling in the fields.
